Study On Capacity Building Of Villagers Self- Government Organization

After the disintegration of the people's communes,self-service,economic construction,and social security in rural areas needed a new organization to manage,therefore,Villagers self-governance organization appeared.The author will call Villagers self-governance organization,including villagers' committees,villagers' groups,and villagers' assemblies.With the increasing of the power of villagers selfgovernance,the number and function of villagers self-governance organization have become increasingly perfect.The villagers self-governance organization plays an important role in the practice of villagers' autonomy and plays a leading role in the self-governance of villagers.General Secretary Xi Jinping emphasized in the report of the Nineteenth Congress that it is necessary to improve the people's ownership system and develop socialist democracy.Villagers' self-government is the broadest form of rural grassroots democracy and social governance.Its practice has been hailed as a quiet revolution in China and provided an institutional innovation for rural democracy and civil rights in China.The villagers' self-government organization is an important institution for implementing grassroots democratic politics.Some villagers have not yet escaped poverty,even deep poverty households.They have little confidence in self-governing organizations of the villagers and are reluctant to participate in villagers' self-government activities.Villagers' self-government organizations have become bad.Therefore,the research on the capacity building of village selfgovernment organizations has certain research value and practical significance for the practice of grassroots democracy in China.Based on this,it is necessary to conduct research on villagers self-governance organization.This paper selected villagers' self-government organizations as the research object,and through the research of the world about village self-government organization construction.At the same time,the research status of the capacity building of villagers' self-government organizations has been sorted out.This article focuses on the research on the capacity building of villagers' self-government organizations.It mainly uses questionnaire surveys and interviews to conduct surveys on villagers in Z towns and members of organizations in Xing Yi City.It found the problems in the process of villager autonomy,analyzing the factors,and put forward feasible suggestions and countermeasures for the problems existing in the capacity building of villagers' self-government organizations.The paper takes the villagers' participation theory and self-organization theory as the theoretical support.Through the field investigation of the case sites,the actual conditions of villagers' participation are combined with the villager participation theory,and the self-management,selfeducation and self-service implementation of the village self-government organizations.This paper is through investigating Z Town of Xing Yi,combination of theory and practice,to explore effective practice way,in order to make the paper more persuasive.
