Research On The Current Situation,Problems,Countermeasures In The Reform Of The Approval System Of Haiyang

The reform of the system of review and approval by government bodies is an important part of deepening the reform of the economic system and administrative management system,it is also a powerful measure to curb the power of bureaucrats,rein in government spending,to promote the transformation of government functions and to stimulate the vitality of market players.China's economic development has entered a new normal state,it requires China's government to innovate ideas and methods of macro-control to enrich and perfect the new regulation and control mode,so that China's economy will continue to maintain a stable and healthy development after entering the new normal state.Through further deepening there form of the system of review and approval by government bodies,curb the power of bureaucrats,rein in government spending,to reducing the burden for enterprises and social policy,also stimulating private investment potential and social vigor,all these movements promote the transformation of the mode of economic development,realizing the strategic adjustment of economic structure and still promote a panacea for sustainable and healthy development of the economy.For grassroots townships,how to better implement policies and stimulate market vitality in the process of reforming the administrative examination and approval system is not only an opportunity but also a challenge when the level of economic development and reform progress are weaker than those of Large and medium-sized cities cities.At present,the researches on the reform of administrative examination and approval system mostly concentrate on the macro level,they usually study the significance,problems and measures of the reform at the national level.On the contrary,less research has been done on the issues related to the reform of the grass-roots government.This paper starts with the example of the reform of the system of review and approval by government bodies in county-level city of Haiyang.Firstly,we will collect and study academic achievements of scholars at home and abroad,and be familiar with the dynamics of China's current administrative examination and approval system reform,and then study the development process of foreign government administrative examination and approvaland the practical experience of reform behavior;secondly,we will combine with the favorable conditions of the actual work and deeply go into the relevant departments of Haiyang to obtain the experience,data,materials and methods of the reform of the system of review and approval by government bodies in Haiyang;finally,we will discusses the promotion of the administrative examination and approval system reform to the local economic development through the collation and analysis of the relevant data,ponder the ideas and methods of the reform of the system of review and approval by government bodies at the grassroots level in China.Therefore,this paper summarizes the development process and present situation of the reform of the administrative examination and approval system in China,probes into the measures of the reform of the administrative examination and approval system in Haiyang and the influence on the development of the local economy,and points out the problems in the reform of the administrative examination and approval system in Haiyang,we will arrival at a conclusion that the grass-roots government must strengthen the clean-up efforts,improve the online examination and approval,strengthen the legal system,and strengthen the supervision of mid-approval and after approval in order to further deepening the reform of the system of review and approval by government bodies.So that we can provide the reference of the implementation of the reform of the system of review and approval by government bodies for the government at the grass-roots unit in China,especially in the grass-roots government of other cities in Shandong Province.
