Civil servants are public servants of the people and are direct performers of government functions.Carrying out the performance evaluation of civil servants plays an important role in promoting the quality and ability of civil servants,and also contributes to the practical implementation of the concepts,goals and measures for the transformation of government functions.The 19th National Congress of the Communist Party of China proposed to build a service-oriented government that the people are satisfied with,and to realize the transformation and upgrading of"service-oriented government construction" to "the construction of a service-oriented government that people are satisfied with" is the ultimate goal of the transformation of government functions in this context.It is of practical significance to carry out research on civil servant performance evaluation.Based on the literature research and empirical analysis methods of civil servant performance evaluation,this paper systematically analyzes the research situation of civil servant performance evaluation system at home and abroad,and expounds the status quo,challenges and dilemmas of civil servant performance evaluation system.By selecting Zhejiang Maritime Safety Administration as a case,the research on the performance evaluation of civil servants of Zhejiang Maritime Safety Administration was carried out,and the problems and causes of the civil servant performance evaluation system were explored.On this basis,the optimization suggestions of civil servant performance evaluation system were put forward.Based on the above analysis and research,the author believes that China’s current civil service performance evaluation system mainly has problems such as innovation,lack of performance evaluation methods,single performance evaluation subjects,and ineffective use of performance evaluation results.It is caused by the influence of Chinese traditional culture,the design flaws of civil servant performance evaluation system,the difficulty in measuring the cost and output of civil servant performance evaluation,and the weak performance evaluation of social performance in China.It is necessary to reform the civil service performance evaluation work concept and strengthen the top performance evaluation of civil servants.The design and construction of the new model of OCQ-AIPS civil service performance evaluation,the improvement of the application mechanism of the performance evaluation of diversified civil servants and the technical support of civil servants performance evaluation were carried out to optimize and improve the performance evaluation system of civil servants in China.
