Resource Mobilization And Community Governance

After the 18th National Congress of CPC,the state encouraged social organizations to take part in community governance.As more and more social organizations entered into the community,some scholars paid attention to the implementation of social organizations' community service projects.In social terms,the community service project is a social movement led by the social organization to improve the quality of community governance,and the resoturce mobilization theory highlights that the key to the success of the social movement lies professional strategies to mobilize needed resources.Then,in the field of community,how social organization,resource mobilization and communit-y governance are connected?Specifically,what resources do social organizations need to implement projects?Which social organizations are more likely to mobilize resources?What strategies can social organizations adopt to mobilize resources?What are the effects of mobilization on community governance?This study inquires the explanation of the resource mobilization theory by delving into a proj ect of community construction in a commercial housing community.This project is supported by a foundation affiliated to a real estate group.The study has the following findings:First,legitimacy,credibility,and low sensitivity as the competitiveness of social organization increase the chance of resource mobilization of the social organizations.Currently,most social organizations obtain legitimacy by participating government purchase services.This paper proves that in the special field of urban commercial housing community,a real estate enterprise can also be valued as the source of legitimacy of social organizations.The degree of dependence of social organizations on external funds determines the degree of independence of organizations.When social organizations own ample funds,they can not only release themselves from external control,but also become a powerful leverage for mobilizing other resources.Secondly,social organizations,after identifying the preferences and needs of other parts of the community such as neighborhood committees,property companies,social organizations and community residents,could use the strategy of "reciprocity of political achievements","helping build an image","realizing resources exchange" and"establishing emotional ties in participation" to mobilize resources such as funds,space,identity,manpower,network of relationships,channels of propaganda,relations with higher governments and so on.Finally,depending on the mobilization of resources,the projects of social organizations can be continued.The project has promoted the formation of social capital within the community,realized the public agenda setting led by residents,and the emergence of sustainable intra-community funds,and contributed to the formation of a multicenter community governance order.
