Research Of Social Assistance Ability In Township Government In Gansu Province

Social assistance as social security's foundation,it's the guarantee of social safety "the last line of defense".Its main goal is letting the poor maintain the lowest life needs,meeting the demand of lowest life,fully display its poverty alleviation spirit and relief difficult function.Gansu as the most poverty province,has the highly probability to return poverty,it's rural population accounts for 65%,most of Gansu's villages located in mountainous area,have much backwardness economic,the villagers' comprehensive quality is also low.In order to ensure the basic living standards,maintain the.village social stability,make social assistance plays a foundation role,township government as the leader of countryside construction,the level of the social assistance ability plays a decisive role.This article regards Ping Liang city in Gansu province as the study area,according to the exist rural social relief policy,focus on the theme of "the township government social assistance ability" began to research.For the poor,adopt the method of questionnaire to obtain relevant data directly,supplemented by face to face interview;for aid workers,except the questionnaires,fill out the evaluation questionnaire,also assist in their work,through the work notes in order to deeper understand their work content,broaden writers' research train of thought.There are two types of questionnaires,the data analysis is carried out in Chapter 3 and Chapter 4.In the Chapter 3,according to "rescue object",concluded the level of understanding of social assistance,the way to implement effect,the relief form,the need to strengthen supervision and management,in terms of content,a preliminary understanding of social assistance in existing problems;The first part of Chapter 4,according to "staff",by using "factor analysis" method that affect the ability of the township government social assistance public factor,the factor will be classified and analyzed,reoccupy likert scale evaluation,it is concluded that the township government's ability of social assistance.According to the data the highest score is "Local government can promote the scientific allocation of rights and interests by a more sophisticated legal system".It shows that the township government can take into account the laws and regulations,the urban and rural cohesion,and cooperate with NGO in the aspects of policy-making.The lowest are "township government can real-time adjust the list of recipients,dynamic management" and "The township government can develop warning mechanism in advance,to reduce poverty risk" It shows that the local government cannot do "real-time supervision" for the time being,township population live within the jurisdiction of Ping Liang city is dispersed,in addition,early warning is difficult,and the villagers' knowledge level is low,they hardly rely on the organization helping handle major sudden accidents,disasters consciousness weak,so the formulation "early warning mechanism"ability is weak.Overall,the evaluation of the social assistance capacity of the aid workers was 3.001,located in the "general" level.Finally,combined with the experience of the typical foreign countries(France,Australia and Chile)and the historical process and characteristics of domestic social assistance development,in this paper,the author puts forward some suggestions on the concept of rescue,the promotion of policy,the supervision of auditing and the help of poverty reduction.
