“New Public Management” movement which is rose in the1970s emphasis onprofessional management, to concern organizational performance, attend responsivenessactivities and introduce competition mechanism. In addition, it advocates reforming theideas and the trend of thought of public sectors which used by adoption of private sectormanagement methods. This movement broke the shackles of traditional theory andmanagement model so that launched a massive public administration reform movementin the advanced western countries. Furthermore, the management model of thismovement reflected the development patterns and trends of public administration in acertain extent and to be the main direction of the global public administration reform inrecent years.Under the influence of the new public administration, Chinese government beganto explore the new administrative behavior patterns which used the marketization ofpublic service as the breach. China’s reforms of public service, especially the manyreforms of the institutions to achieved certain results and experience that conducted apreliminary exploration and provided policy guidance for the introduction andimplementation of public sector human resource management outsourcing. Humanresource has become the most important resource nowadays and human resourcemanagement has become one of the core content of modern management now. Thepublic sector undertake the important functions of providing public goods andmaintaining the social order. The public sector human resource management is theimportant foundation for the development of social productive forces and it also hasbeen attended by the most countries around the world. Since the reform and opening up,although a number of reforms were conducted, our public sector human resourcemanagement is still not frees completely which from the shackles fo the traditionalpersonnel management nowadays. Public human resource management department hasbeen in the vassal status as the result of it tangled in red tape, reduplicate, inefficient,relatively smaller value and the lower level administrative matters, personnel files,payroll and other content management for a long time. It rarely involves the corecontent of the strategic decision-making and strategic planning. Therefore, strategicmacro, policy functions of it cannot be strengthened and lead to the efficiency of publicpersonnel departments lower and the weak impact of it. By the reasonable outsourcing, public sector human resource management department will be liberated from thecumbersome and inefficient transactional work for enhancing the efficiency of publicsector human resource management greatly and promoting the transformation of thestrategic functions of public sector human resources department.On the basis of existing research, this article starts from the “New PublicManagement” theory to systematically summarize the concepts of public sector humanresource management outsourcing first. Furthermore, ir proofed the feasibility of publicsector human resource management outsourcing from theoretical bases and realitiesthese two aspects and explored concepts and modes of China’s public sector humanresources. In addition, on the basis of these results, this article explored and concludedthe problems in China’s public sector human resource management outsourcing processand put forwarded specific and targeted suggestions by combined which China’s actualconditions.
