Study On The Legal Countermeasures To Eliminate Rural Energy Poverty

As the largest developing country in the world,China has a vast territory,but its economic development level is unevenly.There is still a big gap between countryside and urban,and it is reflected in energy poverty in the energy field.The current energy poverty problem in rural areas has seriously restricted the development of rural areas and has become a problem that needs to be solved urgently.This paper examines the current situation of rural energy poverty,further clarifies the relevant concepts of rural energy poverty,identifies the underlying causes of rural energy poverty and the obstacles in energy construction,and proposes corresponding legal countermeasures for solving the ills of rural energy poverty.With a view to eliminating energy poverty in countryside.This paper mainly studies the rural energy related legal system from the following four parts:The first part first examines the current situation of energy poverty in rural areas and analyzes the causes of energy poverty in rural areas.Secondly,it discusses the necessity of eliminating rural energy poverty.Finally,the relevant concepts of the rural energy promotion legal system were determined,including the rural energy legal system and the green energy legal system,which laid the foundation for the elimination of the legal system of energy poverty in rural areas.The third part focuses on China's rural energy legislation,further explores the status quo of rural energy legislation in China,and points out the problems and deficiencies in rural energy promotion legislation,including the lack of innovation in rural energy legislation and the unclear responsibility of rural energy construction.Insufficient coercive power,lack of environmental education,and chaotic project fund management system have laid the groundwork for solving problems.The fourth part proposes legal countermeasures for restricting the energy development in rural areas of China,with a view to benefiting rural energy construction in China.Specifically,it includes legislation to clarify the competent departments and specific responsible persons for rural energy construction,further clarify the specific responsibilities of various government departments;increase scientific and technological innovation support,and further stimulate the enthusiasm of enterprises,social organizations,and individuals to develop rural energy through legislation;The follow-up management and protection system for rural energy projects will improve the service level of rural energy construction projects;improve the management system of rural energy funds,supervise the whole process of capital flow;establish a subsidy system for poor farmers to help farmers out of poverty in rural areas.
