At present,China has entered the stage of rapid development of population aging, and there is a huge demand in the society for elderly care workers who provide direct services to the elderly. However, there are still problems in China's old-age care workers, such as insufficient quantity and low quality. It is urgent to increase the training of nursing caregivers. The main body of nursing care for the aged care workers is the government, the old-age care institutions and the social organizations. The state canceled the professional qualification certificate for the aged care workers in 2017,which means that the government has gradually withdrawn from the field of nursing care for the aged care workers, and the training provided by the old-age care institutions generally has problems such as the lack of teachers and the simple training content. This provides an opportunity for social organizations to actively participate in the training of old-age care workers. As one of the largest social organizations, the Red Cross officially launched the Red Cross to participate in the pilot service of pension services in 2017,based on the strong support of the government departments and its own business advantages of emergency training. The 7 provinces were set as the first pilot provincial, such as Jiangxi,Zhejiang, and Yunnan. This paper takes the Zhejiang Red Cross as a case, based on the third sector theory and human capital theory, using SWOT's analytical framework, and using literature research, investigation and comparative analysis as three specific methods, studys the specific exploration and practice of participating in the training of old-age care workers in the three pilot cities of Hangzhou,Zhoushan and Shaoxing in Zhejiang Province. While summarizing the current training models and achievements, this papr systematically sort out the common problems encountered in the work, also sorts out its internal strengths and weaknesses,as well as the external opportunities and threats it faces, and in combination with the needs of the elderly care workers and the feedback from the heads of the old-age care institutions, the corresponding suggestions for improvement from the government, the Red Cross and the old-age care institutions will be given to promote the participation of the Red Cross of Zhejiang Province in the training of the aged care workers and the aged care service industry. The development provides a theoretical basis, and at the same time,it can also effectively improve the professional level of the elderly care workers,so that the elderly can get better quality care services.
