In recent years,the online car-hailing industry has been booming,and to a greater extent has facilitated and fulfilled the travel needs of urban residents.However,due to the government's failure to formally manage the online car-hailing in a timely manner from the legal perspective,it has caused various problems in the market to resolve itself.This has also caused widespread social controversy while affecting social stability.In July 2016,the relevant state departments formally issued the "Guiding Opinions on Deepening the Reform to Promote the Healthy Development of the Taxi Industry" and the "Interim Measures for the Management of online car-hailing of Taxi Business Services" to regulate the management of online car-hailing in a certain degree,but the online car-hailing still faces new challenges from policy implementation.Therefore,how to further optimize and improve the government's management of online car-hailing has become an urgent problem to be solved.This article intends to conduct research on this issue under the guidance of the new public service theory,to explore how to make the government play a better management role in the development of online car-hailing industry and public service so as to promote the maturity and long-term healthy development of the online car-hailing industry and better serve the travel needs of urban residents.This paper is divided into six chapters.The first chapter is the introduction.It introduces the research background and significance of this article,summarizes domestic and foreign research,and proposes the research content and research methods of this article.The second chapter is the summary of related concepts and theories.It defines the concepts of online car-hailing and government management.At the same time,based on the analysis of the new public service theory,it draws the enlightenment of the new public service theory in this research.The third chapter is about the development process and management of online car-hailing.It introduces and analyzes the current situation of the development and management of online car-hailing in China.The fourth chapter is the evaluation of the satisfaction degree and the existing problems of the government management of online car-hailing.Through the construction of the appraisal index system for the satisfaction degree of the online car-hailing management,taking Fuzhou city as an example to conduct a comprehensive evaluation of the satisfaction degree of the government management of online car-hailing.It is concluded that the government management of online car-hailing still has too strict platform access,unreasonable supervision and punishment,lack of driver's rights and interests,excessive access threshold for online car-hailing and drivers,insufficient protection of passenger rights and interests,insufficient price regulation,and Bring a certain negative externality problem to society.The fifth chapter is the international experience and enlightenment of the government management of online car-hailing,summarized the experience of government management in some countries and obtained relevant revelations.The sixth chapter is to optimize and improve the countermeasures and recommendations for the management of online car-hailing.The idea of optimizing and improving the management of online car-hailing government is about innovate management ideas to ensure the healthy development of the industry,paying attention to protection but not to intervention to meet public travel needs,introduce multiple entities and pursue social benefits.Propose specific proposals for optimizing and improving the management of online car-hailing."Service instead of steering",reduce entry criteria;"Take responsibility",sound penalties and pricing mechanisms;"Serving citizens",adhere to both driver and passenger rights;"Pay attention to social interests",committed to building multi-agent interaction.
