In recent years,with the progress of human society civilization,community correction has gradually become the mainstream of criminal policy in all countries in the world under the impetus of the idea of penalty restraint and execution socialization.As a non-custodial penalty enforcement activity,community correction has their own inartificial flexibility,which can help criminals integrate into society and repair social cracks.In the past ten years of implementation in China,it has made great achievements.However,due to the extremely unbalanced development of the Eastern and western regions of our country,the mature community environment has not yet been formed.There is no systematic study on the existing correction model and there is no specific operational norm,which has led up to the problem of community correction in judicial practice.Community correction involves a wide range of areas,after several years of dispute legislation has not completely reached a consensus,it had legally flaws still exist.On the one hand,the government has limited investment in human and material resources,and the responsibilities of relevant departments are not clear.Failure to effectively coordinate and cooperate leads to weak supervision.On the other hand,pressure from all sectors of society has led to the failure to effectively guarantee the human rights of the objects of community correction.Not only that,due to the lack of participation of the folk forces and the inherent insufficiency of the community environment,the support and care education are weak,and the re-socialization of community correction objects is hindered.In the future,more people will be reforming and serving sentences in the community,and community correction will face greater challenges.In order to meet the needs of penalty reform and solve the problems in community correction,community correction can adopt the way of comprehensive management.The process of comprehensive social governance is a process in which the masses and social forces participate in social management.In this process,citizens and social organizations gradually realize autonomy and interact positively with the government.To improve the community correction system in China,we can rely on mature grass-roots social autonomous organizations to solve the problem of lack of community environment in our country;promote the construction of village correction workstations with supporting policies to ensure the smooth participation of social organizations;use grid managementand big data to improve technical means to reduce the regulatory burden of the judicial system,and ultimately form a breakthrough of the single government owner.Gradually realize the "government-social organization and group-citizen" among the three in the new social context to achieve the legalization transformation of social public governance under the new social background.
