Since 2001,China has implemented a strict examination and approval system for the establishment of institutions from top to bottom,and the control of the establishment resources of government departments at all levels is very strict.In July 2013,according to Premier Li Keqiang's pledge at the first session of the 12 th National People's Congress that the number of government financial support personnel will only decrease but not increase,governments at all levels throughout the country have issued a work programme for the preparation of control and reduction,which aims to strictly control the size of financial support personnel.Since the reform and opening up,with the rapid development of our economy and society,the government has assumed more and more responsibilities in economic construction,social management,public service and other aspects.The contradiction between the increasing work responsibilities and workload and the constant staffing has become more and more prominent.As a result,the extra-staffing team has emerged and entered various fields of government management.In recent years,the scale of personnel has been constantly increasing.The trend of expansion.In 2018,the decision of the Third Plenary Session of the Nineteenth Session of the CPC on deepening the reform of the Party and state institutions clearly stated that the extra-staff should be strictly controlled,and the applicable posts,responsibilities,powers and various management systems of extra-staff should be strictly regulated.Taking the current situation of extra-staff management in P District of Guangzhou as an example,the author analyses the existing problems and causes of extra-staff management in the current government,and puts forward opinions and suggestions on standardizing and improving the management of extra-staff from different levels such as the government,employing units and extra-staff themselves,using the relevant theories of modern human resources management.
