January 14,2015,the State Council issued a "Decision of the State Council on the Reform of the Pension Insurance System for Employees of State Organs and Public Institutions"(hereinafter referred to as the "decision"),aiming to resolve the contradiction between the staff pension system in the establishment of organs and institutions and the pension system for workers in urban enterprises,in order to enhance fairness and It also creates conditions for promoting normal mobility between public officials and employees of enterprises.Under the background of "double creation" of mass entrepreneurship and innovation in the new era,more and more public officials choose to go out of the system or work in enterprises or start their own businesses.However,due to the reform of the pension system for the staff of organs and institutions,from the point of view of practice,although the system is "parallel",but the pension treatment does not seem to have a practical sense of "integration"-the gap between the system treatment is not small,the current system effect performance is still not very "fair."This paper is mainly based on the theory of demand hierarchy and fairness,combined with the calculation 8,061 data of the staff pension treatment of GC city organs and institutions after the implementation of the "integration" of Jiangxi province's pension system,and the calculation data of the workers ' pension in the urban enterprises of GC city,based on 25,285 articles,using SPSS 19.0 statistical analysis software to eliminate interference from the self-variables after the ridge regression,the establishment of "integration" after the impact of the "integration" factor model,and simulation of public officials in the reform point of the year before the age of 35-45 years after the entry of the group into the enterprise after the prediction and comparative analysis of the replacement rate of old-age treatment However,under the influence of the pension policy,there is a higher risk of loss of old-age treatment for the normal flow of some high-paying public officials to the enterprise unit,while for the middle and low income of public officials to flow to enterprises that do not have a business annuity plan,only from the basis of safeguarding the balance of basic old-age treatment,The enterprise shall give at least 1.14 to 1.26 times the remuneration standard of its original remuneration income and participate in the basic old-age insurance according to the remuneration level,which shall be actively and properly considered by the outbound personnel of the enterprise from the institution and institutions in the delineation of the remuneration level.This study is based on quantitative analysis.This paper puts forward some countermeasures and suggestions to optimize the business environment,reduce the tax reduction of enterprises,strengthen the corporate social responsibility,improve the pension security of employees,improve the compensation and welfare system,ensure the sustainable development of enterprises,formulate reasonable incentive mechanism,and realize the compensation balance between enterprises and employees.
