Study On The Long-Term Nursing Insurance System For The Elderly In Guangxi Under The Background Of Population Aging

With the aging of the population,the issue of long-term care for the disabled has become a hot issue of social concern.The State Ministry of Human Rights and Society issued the guidance on the pilot of the long-term Care Insurance system.Various regions have launched the long-term care insurance system related pilot work and preparatory pilot work.In order to make Guangxi join the pilot project as soon as possible,this paper studies the construction of long-term nursing insurance system for the elderly in Guangxi.The aging of population in Guangxi is characterized by the acceleration of aging,the low quality of life of the elderly and the severe aging of the poor population in rural areas.In dealing with the problem of nursing for the elderly,the function of family care for the aged is weakened,the number of old institutions is insufficient,and the nursing level is on the low side;But this article thinks that Guangxi still has advantages in establishing long-term nursing insurance system:congenital development advantage,strong government support,wide market space.Therefore,this paper first analyzes the development of the long-term nursing insurance system in China,mainly from three aspects:commercial insurance,social security system,and the latest development of the pilot system.Long-term Protection of pilot cities in China Analyze the insurance system.In particular,the achievements,contents and measures of the pilot in Qingdao City and Jilin Province,a key pilot province,are studied,and the pilot programmes in 15 pilot cities in China are compared and analyzed.Get the pilot experience of the pilot cities in our country and the reference significance to Guangxi.Subsequently,this article selects the social long-term care insurance system to represent the country Germany and Japan,the commercial long-term care insurance system represents the country America,carries on the normative analysis to its system design characteristic,the reform measure,the system operation effect.Obtain the representative country's pilot experience and the reference significance to Guangxi.The author thinks that Guangxi should draw lessons from the pilot experience of our country,the experience of implementing and reforming the foreign system,and strive to establish the long-term nursing insurance system as soon as possible.On the basis of the previous study,this paper puts forward some policy suggestions on the establishment of long-term nursing insurance system in Guangxi.The author thinks that the establishment of long-term nursing insurance system in Guangxi should be dominated by social insurance,play the role of commercial insurance,construct multi-level nursing service supply system,construct independent financing system and fund management system,and set up independent financing system and fund management system.Set up the talent training mechanism and the service quality supervision mechanism;build the system from "easy" to"difficult",gradually advance;establish the risk management mechanism.
