Research On Service Capacity Building Of Retired Military Service Center(station )in Z City

The report of the 19 th National Congress of the Communist Party of China pointed out that the establishment of retired military management and guarantee institutions,safeguard the legitimate rights and interests of military,so that the military become a respected occupation of the whole society.Then,in line with the requirements of institutional reform,the state has stripped out the relevant responsibilities of the civil affairs department,the human resources and social security department,the political department of the military commission and the logistics security department,and established the Ministry of Decommissioned Military Affairs of the People ’ s Republic of China.The governments at or above the county level have also established the decommissioned military affairs department accordingly.In order to make the management and support department of veterans play a better role and accelerate the innovation of service support work,the National Service Center for Retired Soldiers was established in Beijing on February 26,2019,and the six-level service centers(stations)from the central to the local have been established.As the “ window ” unit of the retired military affairs department,the service center(station)of the retired military at all levels is the “ nerve ending ” in the construction of the security system of the retired military,and it is also an important support for improving the service guarantee of the retired military ’ s last kilometer.As a newly established department,its service ability has not been fully constructed.In the process of providing services,there are many obstacles and difficulties.Therefore,it is necessary to focus on the service capacity building of the service center(station)of the retired military,and effectively seek facts,do real things and do good deeds for the retired military groups,continuously improve their work skills and do well the work of the retired military with their hearts and minds.Based on the research of this subject,this paper summarizes the current situation and problems of the service capacity construction of the retired military service center(station)in Z city,explores the path of its service capacity construction,and provides certain theoretical basis for the work deployment of the retired military service center(station)at all levels,for reference and reference.First of all,this paper selects Z city ’ s service centers for retired military personnel at the corresponding level,three county(district)level service centers for retired military personnel,and many township and village level service stations for retired military personnel as the research objects.By using the methods of literature research and field research,this paper collects a large number of literature and data on service capacity construction of Z city ’ s service centers for retired military personnel,and summarizes the current situation of service capacity construction,the problems encountered in the process of service capacity construction and the reasons.Secondly,the use of comparative analysis,service capacity-building outstanding Hebei Province,Shaanxi Province,Tianjin and other provinces and cities of retired military service centers(stations)for learning and reference.Finally,in view of the problems existing in the service capacity construction of the retired military service center in Z city,this paper puts forward some countermeasures and suggestions from five aspects : promoting the construction of service institutions,strengthening the construction of service system,improving the professional quality of service team,perfecting the service function and strengthening the information construction,so as to optimize the path of service capacity construction of the service center(station)of the retired military service center in Z city,in order to provide theoretical support and guidance for the service capacity construction of the service center(station)of the retired military service center in Z city.
