Research On Supervision In Selection And Appointment Of Party And Government Leading Cadres

Since ancient times,China has attached great importance to the key role of cadre selection and appointment in the long-term stability of society.Therefore,the question of how to select leading Party and government cadres has naturally attracted wide attention from all walks of life.In China,there are many unique ways to select and appoint leading Party and government cadres.In particular,the appointment during the period of socialist transition has gradually evolved into a variety of modes such as appointment,election,examination,and appointment.Among them,"open selection" and "competition for positions" have been highly recognized,and the selection and appointment system of party and government leading cadres has been improving day by day.There are also some problems appear.For example,a small number of leading cadres are nepotism and lack of discipline,which will inevitably lead to a decline in the Party's ability to govern.Since there have been cases of oversight and corruption in the selection of Party and government cadres,supervision over the selection of cadres must be highly valued.The selection and appointment supervision of leading Party and government cadres plays an important role in curbing the improper selection and employment of people.It is a necessary condition for building socialist political civilization,a requirement for improving the Party's ability to govern,and an important step in improving the management of the selection and appointment of leading Party and government cadres.It is also a key trick to build a "loyal,clean and responsible" cadre team.By using the methods of literature analysis,systematic research and theory-practice analysis.Taking the background of the research and the significance of the work of selecting and appointing leading party and government cadres as the entry point,this paper summarizes the research results of domestic and foreign scholars,and then constructs the research framework of this article.Using the theory of separation of powers and checks and balances and the theory of sovereignty in the people,taking Shanxi Province as an example,this paper makes a longitudinal investigation on the selection and supervision of Party and government leading cadres in Shanxi Province,makes an in-depth analysis of their development characteristics(1978-2018),and on the basis of this,it is divided into three stages to comb and discuss respectively,at the same time to summarizes the problems existing in the supervision consciousness,supervision system,joint supervision and supervision links of strengthening the supervision of cadre selection and appointment in Shanxi Province in recent years,and summarizes the origin of the problems.Based on the analysis,this paper explores how to do well in the supervision of cadre selection and appointment under the new situation in Shanxi Province,and puts forward suggestions and opinions on the four ideas,mechanism,joint supervision and strict supervision procedures of cadre selection and appointment.
