Study On The Status Quo Of The Survival And Development Of Factual Orphans In Dalian And The Countermeasures

Children are the future of the motherland and the hope of the family and the nation.On the eve of the Spring Festival in 2014,When visiting children in Hohhot children’s Welfare home,President Xi Jinping pointed out that,"The whole society should show benevolence and care for children,especially orphans and disabled children,and make joint efforts to enable them to grow up healthily and feel the warmth of a big socialist family." To pay attention to the development of children’s welfare,especially to the vulnerable children in trouble,is the inevitable pursuit of building a harmonious socialist society based on people’s livelihood.As a group of children in difficulties,orphans are in the same situation with orphans.Due to the death or disappearance of their parents,severe disability or serious illness,drug addiction or imprisonment,etc.,they are in fact left unraised and without supervision.They lack the companionship and care from their parents,lack the financial resources,and are mostly isolated and introverted,facing multiple difficulties in life and growth.In the current fact orphan security policy and practice,on the basis of basic life safeguard,health care,education funding security framework which including classification project covers basic formation,but still in the security policy and practice effect shows deficiency,in this paper,with the aid of development-oriented social policy theory,consider the long-term development in fact orphans,in Dalian city as an example,the orphans,the survival and development of the facts and social support status quo investigation and summary,analysis of security in fact orphans,for the fact that the healthy growth of orphans puts forward some corresponding Suggestions.First of all,through literature retrieval,this paper summarizes the general situation of relevant research on factual orphans in the academic circle,clarifies the main viewpoints and perspectives of factual orphans research,and provides the corresponding literature basis for this paper.Secondly,I browsed the domestic government website and made clear the relevant guarantee system and policy of the fact orphan.Thirdly,the concept of "fact orphan" is defined,and the concept of "fact orphan" is distinguished from related concepts of "orphan" and "children in difficulty".In addition,the paper also introduces and summarizes the theories used for reference in the study,including developmental social policy theory,Maslow’s hierarchy of needs theory and social support theory.When studying the status quo of the survival and development of factual orphans and their social support,this paper adopts the methods of questionnaire survey and field investigation,and finds that there are the following problems in the survival and development of factual orphans:in the aspect of survival and development,factual orphans have family difficulties and their basic living standard is low;Lack of cultural education and poor academic performance;Weak health and poor medical and health conditions;Lack of care and serious psychological problems.Through investigating the fact orphans social support,the content of the security policy,combined with Dalian fact orphan by the development-oriented social policy perspective,analyses the security in fact orphans:first of all,from the point of security policy making subject,the government in the protection of ideas on the survival and development,and basic guarantee standard is low;The human capital investment in the guarantee content is insufficient,and the support to the family is insufficient;The diversification level of participants is not high and there is a lack of effective cooperation in guaranteeing the operation.Secondly,in terms of family security,the supporting function of the supporting family is weakened,and there is a lack of education and training for the orphans.Thirdly,in terms of social security,social organizations are not mature enough.Lack of supporting resources and services in the community;The school pays less attention to and supports orphans.At the end of the paper,the author puts forward some Suggestions in view of the deficiencies in the actual protection of orphans:first,in the national protection,the concept of protection should ensure survival and promote development,and the development function of policy should be given full play while strengthening the function of supporting the bottom;Increasing investment in human capital and expanding social services to meet the diverse and specialized needs of DE facto orphans and their families;In the aspect of ensuring operation,we should promote the participation of multiple subjects and strengthen the effective cooperation among them.Secondly,in the family security,the caregiver should attach importance to the education and cultivation of factual orphans to improve the family function.Finally,in the social security,social organizations should improve the stability and maturity of their own development,actively give play to the unique professional advantages of social organizations,improve their professional level,and provide scientific and diversified services for the fact orphans;The community and village should improve the supporting facilities and services,link the relevant resources of the factual orphan protection,and get through the last kilometer of the factual orphan protection.The school should raise the attention and concern degree to the fact orphan,strengthen the positive education and guidance,and promote the fact orphan to learn smoothly and grow healthily.
