Study On Preventive Countermeasures Of Mass Emergencies In Grass-Root Government

With the development of reform and opening-up as well as the change of the main contradictions in our society,mass emergencies have increasingly become an important topic for Grass-root government.Scientific and effective prevention of mass emergencies is of great significance for maintaining social harmony and stability and improving the happiness of human-being.Based on social conflict theory,public crisis management theory and cooperative governance theory,we study the current situation and existing problems of mass emergencies prevention in China.The countermeasures of Grass-root government to prevent mass emergencies are put forward by analyzing the definition,typical characteristics and the mechanism of happening for mass emergencies.This study will enrich the research field of the emergence mechanism of mass emergencies,and provide countermeasures and theoretical guidance for Grass-root government to prevent mass emergencies.The main contents are divided into three parts as follows:Firstly,the current situation and problems of mass emergency prevention by Grass-root government is studied.The impact of mass emergencies is analyzed basing on typical cases and relevant statistical data.Subsequently,five problems about current mass emergency prevention are pointed out:(1)the subject involved in the prevention of mass emergencies is unitary;(2)the prevention concept is inactive;(3)the decision-making of Grass-root government is improper,and the supervision in decision-making is absent;(4)the early warning mechanism for mass emergencies is imperfect;and(5)the awareness of civil rights is increasing step-by-step while the awareness of legal is relatively weak.Secondly,the emergence and development process of mass emergencies are studied.The definition and typical characteristics of mass emergencies are studied basing on the existing studies.After analyzing the macro-background,internal motivation and external factors of mass emergencies,the process is divided into latent period,germination period,development period,outbreak period and calm period.Therefore,the Grass-root government can take effective measurements to prevent the occurrence of mass emergencies at early stage,namely,at latent period,germination period and development period.Thirdly,the preventive countermeasures of mass emergencies are studied.Based on the generation mechanism of mass emergency and in view of the five problems as above-mentioned,five preventive measurements are put forward as follows:proposing a system of social co-governance with the participation of multiple subjects;establishing and perfecting normal management mode;Building an efficient and rapid emergency early warning system based on large database;improving legal system and strengthening legal propaganda.
