The Study On Child Welfare Supply Of Low-Income Families In Xi'an

Since the reform and opening up,affected by the sustained growth of the national economy,the total personal income of Chinese residents has increased rapidly,and the per capita income and living standard have been significantly improved.But at the same time,the reform of the state-owned enterprise system,the adjustment of the industrial structure,the change of the distribution system,and the unsound welfare system have also led to the emergence of many poor families in the city.As an important administrative region of the economic development of the six districts,xi 'an new city district has been facing such a situation for a long time.For the children of poor families,the family's economic pressure makes their rights in survival,development,protection and social participation not guaranteed,and resources and opportunities in education,health and medical care are less.The development of children determines the future of a country.Caring for children and developing children's welfare is an important premise to promote family and social harmony and stability,as well as a strategic measure to improve the quality of national population and enhance national competitiveness.Therefore,this study based on the development of children welfare in China and policy review,in xi 'an urban district 10low-income families as research samples,through the form of interview,generalizes the present state of new low-income families child welfare: from family basic situation,respondents family type is given priority to with 2-3 people family,members of the age structure is big,poor health,low level of education.Members are often engaged in simple physical labor with low and unstable income.From the perspective of the supply of child welfare,the welfare resources are limited,the content is scattered and focuses on the basic welfare of children,and the attention on child development welfare is insufficient.The form of supply focuses on cash,payment in kind and preferential policies,with less special welfare services.Based on the above description and analysis,the author of the new child welfare supply difficulties of low-income families are analyzed,and mainly discusses the state,community,family and social organization benefits such as the main body of responsibility and trouble,and the optimizing path of child welfare supply subject of low-income families,child welfare supply problems of low-income families in urban areas will provide observation perspective.
