The number of permanent residents in Guangzhou is the third in the country.In 2016,the population growth ranks first in the country.In 2016,the population reached 140.453 million.With the rapid increase of population,the government employee management system in all districts of Guangzhou came into being.Government employees are mainly responsible for auxiliary and professional work such as auxiliary administration,auxiliary law enforcement,window service and professional technology.On the one hand,government employees are making active supplements to make up less civil service establishments and public service pressures,and effectively improve the government's administrative law enforcement capabilities.On the other hand,government employee management also has diverse management models,uneven personnel quality,and partial wages.The low-level problems make employees' enthusiasm for work not high,and even develop behaviors that harm the interests of the people and the image of the government.In this environment,the reform of the government employee management system is imperative.The Baiyun District,which has a large population mobility and a large number of government employees,is selected from the perspective of government employee managers.Employee management system and reform trends.Based on the research of new public management theory,the author comprehensively applies human resource management theory and performance government theory to focus on the problems of government employees in the administrative system,power and responsibility boundaries,personnel positioning,costeffectiveness and development prospects.Learn from and refer to the successful experience of personnel management related to government agencies at home and abroad,and design a suitable employee management system for township-level government in Guangzhou from entry to exit.It also proposed countermeasures for the formulation of government employee management laws and regulations,optimization of flat management,improvement of financial funds,differential compensation mechanism,strengthening of government employee training,and provision of career promotion channels.
