Research On The Problems And Countermeasures Of Owners Committe’s Participation In Grassroots Community Governance

The foundation of community governance is residents’ self-governance,and owners’ committees,as a platform for owners’ self-governance,play an important role in promoting and enhancing people’s awareness of participation in community governance,as well as promoting the stable and harmonious development of the community.As an important participant in grassroots self-governance,the development of owners’committees directly affects the realisation of residents’ own interests,and the effectiveness of their own functions and the relationship between owners’ committees and other governance bodies will affect the effectiveness of community governance.Over the past two decades,owners’ committees have played a positive role in participating in community governance,safeguarding the interests of owners and building harmonious community relations.However,due to the relatively short period of development of owners’ committees,relevant theories and policies have not been studied in a mature manner,and some problems have emerged in their concrete practice.Therefore,an in-depth study of the dilemmas of owners’ committees in community governance and the active proposal of countermeasures are of great practical significance in promoting the development of owners’ committees and optimising grassroots community governance.Through literature research,questionnaire surveys,empirical research and data analysis,this paper examines the development of owners’ committees in Kunshan in general and the independent case of the Dongfang Hua Ting district to analyse the roles and dilemmas of owners’ committees in community governance,including the roles of building a communication platform,fostering civic awareness and promoting governance pluralism,as well as the dilemmas of difficulties in setting up,running and monitoring.Drawing on governance theory,public goods theory and principal-agent theory to analyse the above dilemmas,this paper can identify the main problems that exist in owners’ committees,such as insufficient self-construction,inappropriate handling of the relationship between governance subjects,insufficient government guidance and support,and low awareness and level of autonomy among owners.Based on the analysis of the above-mentioned dilemmas and their causes,this paper puts forward targeted countermeasures and suggestions to promote the efficient participation of owners’ committees in grassroots community governance,including:strengthening the self-construction of owners’ committees,strengthening the government’s guidance and status recognition,creating multi-party governance under the leadership of party building,and improving the autonomous capacity of owners to take charge of their own affairs.
