| With the gradual deepening of the reform of China’s urban housing system,the disintegration of the unit system has transformed unit people into social people.The change in policies from welfare subdivision to commercial housing has put social and market forces on the stage of community governance.Since the Third Plenary Session of the Eighteenth Central Committee of the Party put forward a request to improve social governance,the Party’s thinking and practice of social construction in the country has entered a new stage.In this new stage,the industry committee,which is a grassroots community autonomous organization,has gradually become the main carrier of urban community governance in China.This article elaborates related concepts such as owners’ committees and community governance.Based on the theory collaborative governance,and using the LY community as a case,it comprehensively applies the literature research method,case analysis method,and interview method.From the perspective of research on inter-relationships,this paper explores the inter-organizational dilemma and its causes.After drawing on the successful experience of overseas owners’ committees,it proposes countermeasures to improve the owners’ committees’ ability to participate in community governance.This article believes that the coordination dilemma of Shanghai Owners’ Committee in participating in community governance is mainly reflected in the fact that the Owners’ Committee and other residents such as residents’ committees,sub-district offices,and property companies are in charge of each other.Offside." The main reasons for the above problems are the vague definition of relevant laws of the owners’ committee,insufficient coordination ability,inadequate coordination mechanism and lack of supervision mechanism.Finally,in order to improve the ability of the owner committee to participate in community governance,countermeasures are provided from four aspects: collaborative platform,collaborative mechanism,collaborative project,and collaborative culture. |
