As a special group of people with disabilities,due to congenital or acquired causes,part of the body function is missing,and it is difficult to integrate into social life in the process of job hunting.At present,the number of disabled people in China is about 85 million.For the labor market,it is a huge labor resource.If it is not properly applied,it will cause huge waste of human resources.For a long time,the low level of education and the low level of skills have restricted the improvement of the employability of disabled people.Therefore,relying on local governments at all levels and various vocational training institutions,vocational training bases for the smooth employment of disabled persons should be established,and vocational education and vocational training should be strengthened,Improving the overall quality of the disabled,including basic education knowledge and the vocational skills required for the job.increasing the links between the Disabled Persons' Federation and the community,build the corresponding supporting facilities for the employment of disabled people in the city,make full use of the employment information network for the disabled,and gradually incorporate rehabilitation services into the scope of basic medical insurance.effectively use the residual insurance,increase the promotion of relevant policies,laws and regulations,and coverage,and gradually improve the laws and regulations on employment security for the disabled,This will become an important guarantee for full employment of the disabled.This paper consists of five parts: The first part discusses the background and significance of the topic selection,and analyzes the status of employment research for disabled people at home and abroad.The second part discusses the concept of urban disabled employment,and puts forward theories related to the employment security of urban disabled people,including: social exclusion theory,social quality theory,compensation theory and information asymmetry theory.The third part analyzes the problems existing in the employment security of urban disabled people,and analyzes the main reasons for these problems in four aspects.The fourth part mainly analyzes the employment security measures for the disabled in the United States,Japan,and Sweden,draws on the advanced experience of developed countries,and starts from the basic national conditions of China to find a way to benefit the employment security of urban disabled people in China.The fifth part is aimed at the employment of urban disabled people.From the aspects of encouraging disabled people to “diversify” employment,construct a disability service system,and create a healthy employment policy environment for disabled people,the specific measures for solving the employment security of urban disabled people in China are proposed.
