Research On Community Governance In The Old Town Of Changchun City

The community is the basic unit of the country,the basic unit of urban organization,and the foundation of social composition;Urban community governance is the foundation of social governance,which is related to the implementation of major policies of the party and the state,the harmony and stability of the grassroots level,and the immediate interests of residents.Community governance in the old city is also the most important part of urban community governance.In order to comprehensively enhance the rule of law,science,refinement and organization of urban community governance,in June 2017,the CPC Central Committee and the State Council issued the Opinions on Strengthening and Improving Community Governance in Urban and Rural Areas(No.13,2017),which provided basic guidelines for Changchun City to further promote the modernization of the urban community governance system and governance capabilities.Taking Yongji Sub-district Office of Nanguan District of Changchun as an example,the authors of the paper mainly use the empirical analysis method to study the community in the old city of Changchun City and explores its community governance.The community governance theory is used as a perspective and analysis tool.Based on the analysis of the problems existing in Changchun's old city,the authors study the community governance model of Changchun's old city and put forward corresponding countermeasures against the community governance problem in Changchun's old city.This article is divided into five parts: The first part of the paper is an introduction.It discusses the reasons for the topic selection,the research summary,and the research content,and explains the research ideas,research content,research methods,possible innovations,and the shortcomings of the paper;The second part describes the concept of community governance,defines the concept and scope of the old urban area of Changchun,and introduces several ways of urban community governance in China as the theoretical basis of the thesis;The third part explores the current situation of community governance in the old city of Changchun and the existing problems of community governance in the old city;The fourth part analyzes the cause of community governance problem;The fifth part puts forward the suggestions of strengthening and improving the community governance in the old city,hoping to provide practical ideas and implementation details for the urban community governance of the old city of Changchun.This article holds that community governance in the old urban areas of Changchun should focus on building grassroots party organizations,take government governance as the leading force,take residents needs as the guiding force,take reform and innovation as the driving force,improve institutional mechanisms,integrate multiple resources,and enhance autonomy.We will improve the urban community governance system and make full use of the synergy of social forces to provide a reliable guarantee for Changchun City to take the lead in building a moderately prosperous society in an all-around way and building a regional central city in Northeast Asia.
