Research On Crisis Management Of Abnormal Death Of Staff In Public Institutions

As an important part of national institutions,public institution is the main positions to promote social and economic development,drive scientific and technological innovation and lead the direction of change.It is the base area for the smooth and stable operation of various national institutions and facilities.It is also an important link between the organization and the enterprise,and has been playing an omni-directional and irreplaceable role for a long time.The emergencies exist in the daily life,and also exist in the national organs and public institution.Its most remarkable feature is unpredictability.With the continuous development of the social and economic structure,a large number of social and economic contradictions are intertwined.China is in the stage of contradiction between the rapid development of social economy and the period of social transformation.Emergencies are also rising rapidly.It has seriously affected the social stability and economic development.In recently years,with the deepening of the reform of institutions,the ability of managers to deal with contradictions has been repeatedly criticized in the face of new and old contradictions and problems left over by history.There are figures for the disposal of emergencies.As for the impact of emergencies,the management and decision-making level of the concerned units are obviously inadequate.It has become a convenient means for the parties to vent their emotions and solve the problems by petitioning,blocking the door and asking price.These bad ways will cause unease,stress and harm to other workers in the unit if they are not contained or handled in time.It will also push the situation of the unit to an uncontrollable situation.Therefore,it is of both practical and theoretical value to study the emergencies of institutions,especially the disposal of unexpected events in the institutions.The research on the disposal of emergencies is one of the hot issues in the academic circles in recently years.Active and effective disposal methods and means can achieve the reduction rate in advance,effectively deal with and reduce the degree of harm,and reduce losses afterwards.At present,the public institution still stays at the stage of post-processing in response to emergencies.Its performance is: once an emergency occurs,management departments often rush to deal with it afterwards,and rush to form a leading group to determine their responsibilities,division of work and working procedures.This way of emergency handling is no longer able to control the increasingly complex emergencies in time,nor can it satisfy the expectations of the public and the staff in dealing with emergencies efficiently.Based on the related theories of public crisis management,enterprise crisis management and emergency response,this paper analyzes the essence,characteristics and causes of emergencies in institutions,based on literature analysis,case studies and the theory of crisis management.Taking a case of a public institution in Gansu Province as a case,this paper studies the problems and causes in the internal emergency management of our institutions,and probes into the relevant emergency response and prevention strategies for public institutions managers.On the basis of summarizing the impact,research significance and research status of emergencies,straightening out and defining related concepts,the paper analyzes the characteristics and causes of emergencies in public institutions.And it is pointed out that managers and decision teams of institutions should face up to emergencies,improve emergency response capabilities,build crisis management system for internal emergencies,establish a sound communication mechanism and give full play to the advantages of Party organizations,and so as to properly handle emergencies to ensure the healthy and stable development of the public institutions.
