Counter-terrorism Cooperation Among Immigration Agencies In The Framework Of The Shanghai Cooperation Organization

As China’s foreign policy becomes more inclusive and open,it is committed to building major-country diplomacy in various forms,advocating partnership rather than alliance,and dialogue rather than confrontation.Cooperation under the SCO framework has become more diversified,and cooperation in various fields has been carried out in a comprehensive manner,leading to coordinated development in East Asia and Central Asia,gradually forming a new security concept of governance in Asia.In the course of the SCO security cooperation,a basis for mutual cooperation has been established among the Immigration authorities of the SCO member states,and the border authorities of the SCO member states have made certain achievements in joint exercises,meetings and information sharing.It is a great deterrent to terrorism.However,the wave of globalization of terrorism continues to spread,and many new manifestations and features have emerged,seriously threatening the security and stability of all countries.As the first line of defense for national security and social stability,the immigration authorities of the member states have assumed extremely important control tasks.However,due to the differences in the national interests and legal systems of various countries,there is still much room for deepening cooperation between immigration authorities.Terrorism,on the other hand,is the common enemy of mankind.The immigration agencies of all countries should further strengthen cooperation and break down the barriers of narrow interests.In order to serve the country’s overall development and deepen and develop its immigration system for the new era,China has set up the National Immigration Administration which should follow the "four sentences and sixteen words" proposed by General Secretary Xi Jinping to the public security organs.China has assumed its historic mission of combating cross-border terrorist activities,and has strengthened cooperation with the Immigration and border control agencies of SCO member states to conduct joint governance and combat under the SCO framework,so as to achieve border security and the legal movement of people in SCO member states.The two sides will work together for win-win cooperation,build the security border of Central Asia and South Asia,promote the building of a community of shared future for mankind,achieve world peace and development,and play a greater role in promoting the SCO’s regional security.
