The Mechanism Of Public Policy Caused The Risk Of Petition

The social transformation and comprehensive reform have made China a field with high social risks.Under the requirements of the modernization of government governance,the petition system has been endowed with new connotations,such as resolving conflicts at the grass-roots level,reflecting people's demands,and maintaining social stability.In 2016,President xi has issued instructions on the governance of petition,All localities and departments must strengthen the research and prevention of petition,strengthen the governance of petition source to try to resolve the conflict in at the grass-roots level,to nip the issues in the bud,to avoid small problems get worse.The central government emphasizes the risk analysis and the governance of petition source,and the risk prevention has the character of reducing the stability cost of the government.Therefore,how to let petition be the outpost of social stability risk prevention and the source treatment of social stability risk is the direction of the following government petition work.Starting from the social investigation and policy analysis,the study found that more and more problems related to the public policy in the early investigation process.Due to the lack of foresight and implementation defects of the public policy in the process of promulgation and implementation,the public policy could easily lead to the petition contradiction of the public policy itself.In the social investigation of H province Y city environmental regulation policy caused risk of petition cases,analyzing first-hand data found that the public policy process is the key to interpret the mechanism of the public policy caused petition risk,This study based on single policy case of Y city renovation along the Yangtze river chemical enterprise,Research found petition risk is rooted in unscientific public policy making,happen to the process of public policy implementation,and public policy adjustment is the catalyst of petition risk.The ambiguity of policy content in public policy formulation and the pressure,symbolism and selectivity in public policy implementation,as well as the deviation from policy objectives and ranges in public policy adjustment are the key factors that lead to the petition risk.The innovation of this study is that connect social risk amplification theory and public policy conflict theory to construct the analysis frame of interaction between public policy and the petition,and through the theoretical arguments and case analysis found that unscientific public policy making,alienation of public policy execution,deviation of public policy adjust caused petition risk.This paper also puts forward some countermeasures and suggestions on how to prevent the public policy from causing the petition risk,such as establishing the risk assessment mechanism of petition risk of public policy,establishing the think tank of petition research,and establishing the buffering mechanism of public policy adjustment.This study may enlighten local government improving the science of formulation and implementation of public policy,also may give some advices to petition risk assessment work.The future more in-depth research should start from petition big data structure petition of risk assessment index system of building public policy letters and risk measurement model,and then puts forward the more intuitive and effective policy recommendations.
