Research On The Inspection Accountability System Of Local Public Universities

With the continuous development of higher education,modern higher education has gradually become the center of society from the edge of society.The functions of talent cultivation,scientific research,social services and cultural innovation undertaken by higher education reflect that it is assuming more and more responsibilities in social development.With the gradual decentralization of university autonomy and the frequent occurrence of corruption and academic misconduct in the process of University autonomous management,the social reputation of universities has been degraded.How to effectively supervise and restrict the public power assumed by universities has become a key issue in the process of University governance.In 2010,in the Outline promulgated by the Central Committee of the Communist Party of China,it was clearly pointed out that "strengthening education supervision and inspection,improving education accountability mechanism" and introducing higher education accountability system are the inevitable trend to improve university governance ability.However,in the specific practice process,various policies that the state has issued in succession to try to regulate the norms of running colleges and universities are often suspended,and the corresponding measures are not satisfactory.After the eighteenth National Congress,the development of University inspection work,aiming at the Party committees of colleges and universities,directs clearly and urges them to respond quickly and rectify in time.It can play a timely,authoritative and comprehensive accountability role for colleges and universities,and can effectively promote the improvement of university governance ability.A mode of University inspection accountability with Chinese characteristics is gradually taking shape.The scope and depth of research on University accountability at home and abroad are increasing,but the research on the inspection system with Chinese characteristics is less.So this paper first combs the relevant literature of the current university accountability and inspection system,and then differentiates the core concept of University inspection accountability.Secondly,through the analysis of the inspection text of local public universities,it understands the implementation of University inspection.Thirdly,the author makes a survey of the visited universities by means of questionnaires,interviews and other ways,and makes a concrete analysis of the practical problems in the implementation of the university's visiting accountability,including understanding the internal group's visiting to universities through questionnaires.The degree of understanding and acceptance of inspection accountability,the role played by University inspection and the practical dilemma in the specific implementation process are understood through interviews.Through the analysis and interpretation of the accountability system of American public universities,the characteristics and methods of the accountability system of American universities can be used for reference on the premise of our national conditions and the law of University development.Finally,it puts forward corresponding innovative paths and action strategies to improve the inspection accountability system of local public universities.
