Study On The Path Of Changchun Social Organizations' Participation In The Improvement Of Community Retirement Service Capacity

The aging of the population is a major livelihood issue since China entered the 21 st century.The Chinese government has also introduced a number of policy measures to cope with the huge pension pressure.In urban communities,home care services have become an important service.As of March 2016,the number of elderly people aged 60 and over in Changchun City has reached 1.316 million,accounting for 17.4% of the total registered population in Changchun.Changchun City has entered a state of severe population aging.In 2014,Changchun City was identified as the “National Pension Service Comprehensive Reform Pilot Area”.The government attaches great importance to the work of home care services and actively introduces policies to encourage social organizations to participate in home care services to achieve diversification of the main service providers.The function and function of any organization are inseparable from the ability of the organization itself.Therefore,when social organizations participate in the process of community home care services,they need to continuously strengthen their own capacity building in order to play their own advantages in home care services to create more benefits for the elderly.Based on the theory of government failure and multi-center governance theory,this paper summarizes the research results of many scholars,combines the evaluation indicators of social organizations,and participates in the development of social organizations in Changchun City's home care service,and extracts “professional services”.Ability,the ability to link other social forces,organize self-regulatory governance and the organization's ability to sustain development" is the core competence of social organizations to participate in home care services.This study takes these four core competencies as research dimensions,designs relevant questionnaires and interview questionnaires,and analyzes the existence of social organizations in participating in home-based care services through empirical investigations: the professional service capabilities need to be improved,and other forces are not effectively linked.The organization's own construction is not standardized enough and the ability to organize sustainable development is weak.In combination with the development practice of social organizations,it is proposed to enhance the professional service capabilities of social organizations by increasing service content,broadening the scope of services,improving staff service attitudes,and increasing training;and by actively contacting the volunteer team to establish partnerships with the community,Family pension resources;cooperate with other relevant professionals to enhance the linkage ability of the organization;strengthen the management system,develop incentive mechanisms and procedural mechanisms to strengthen the organization's own normative construction capabilities;And by absorbing high-quality talents,enhancing the organization's financing capacity and timely updating home care service model to improve the organization's sustainability.
