Research On Public Service Capacity Building Of Township Government In Wanzhou District

Township government is a bridge connecting the country and rural society,and an important part of the state regime system.The construction of township government's public service capacity is directly related to people's sense of well-being and acquisition,and even to the process of realizing the strategy of rural revitalization.In February 2017,the General Office of the State Council issued Opinions on Strengthening the Service Capacity Building of Township Government.The article clearly put forward the development goals of the service content,service mode and service system construction of township government.In March 2018,the Chongqing Municipal Government,in accordance with the spirit of the Central Document,formulated the Implementation Plan for Strengthening the Capacity-building of Township Government Services,and put forward the plan of "three steps,four key tasks".Therefore,both the central level and the Chongqing municipal level attach great importance to the capacity-building of public services of township governments.As the second largest city in Chongqing,Wanzhou has made some progress in public service capacity-building of the government in recent years,but the problem of public service capacity-building of township government is still prominent,which can not effectively solve the contradiction between the growing demand for public services and the insufficient supply of the total amount,the low quality of supply and the single main body of supply of rural residents in Wanzhou.Therefore,it is of great theoretical and practical significance to study the capacity-building of township government public service in Wanzhou District.Firstly,this paper combs and integrates the classical literature related to the government's public service capacity at home and abroad.On the basis of defining the core concepts of township government,public service capacity and township government's public service capacity,it deepens the understanding of public service capacity,and consolidates the theoretical basis of this paper by introducing governance theory,new public service theory and needs theory.Then it uses literature analysis,investigation analysis and comparative analysis to analyze the problems existing in the construction of public service capacity oftownship government,and to analyze the influencing factors.Finally,it puts forward the main countermeasures for the construction of public service capacity of township government in Wanzhou District.This paper is mainly divided into the following seven parts: The first chapter is an introduction.This paper mainly introduces the research background and significance,summarizes the research status and evaluation at home and abroad,and indicates the main content,methods and ideas of this study,as well as the innovation and difficulties of the study.Chapter two is the definition of concept and theoretical analysis.Define the connotation and extension of core concepts,introduce governance theory,new public service theory and need theory to consolidate the theoretical basis of this paper.The third chapter is the current situation of public service capacity building in Wanzhou District.Firstly,it adheres to the principle from big to small,from the situation of the district to the internal structure of the township government,describes and introduces the overall situation of Wanzhou District,secondly,it clarifies the main measures of the public service capacity building of the township government in Wanzhou District in recent years,and finally,it analyses the achievements of the public service capacity building of the township government in Wanzhou District according to the government work report and statistical data.Chapter four is the problem description.Through questionnaires and interview outlines,this paper describes the problems existing in the public service capacity building of township governments in Wanzhou District,that is,insufficient total supply,poor quality of supply and unbalanced supply structure.The fifth chapter is the analysis of influencing factors.Based on the existing problems,this paper focuses on the analysis of the reasons from the aspects of township financial revenue,management system,service concept and so on.Chapter six is the countermeasure and suggestion.In view of the problems existing in the public service capacity building of township governments in Wanzhou District,this paper puts forward the Countermeasures for the public service capacity building of township governments in Wanzhou District from three aspects of funds,systems and concepts.Chapter 7 is the conclusion and prospect.The innovations and shortcomings of this paper are as follows: The township government of Wanzhou District,the second largest city in Chongqing,is selected as the research object,and its public service capacity-building is described and commented.The research theme is innovative.However,there are still some flaws in this paper: firstly,due to limited time and energy,the collection of data is not comprehensive enough;secondly,due to the limited knowledge and experience of the author,there are inevitably deficiencies and loopholes in the depth and breadth of the research.
