Research On Zhejiang Province's "Run Once At Most" Reform From The Perspective Of Government Process Reengineering

With the rapid development of information and network technology,great changes have taken place in the way of government management and service.With the development trend of information society,Zhejiang Province actively promotes the integration and interoperability of government service network,and the "Internet + government service" is changing rapidly.All of these have laid a solid foundation for the smooth implementation of "run once at most " reform,and " run once at most " reform is also a breakthrough for Zhejiang Province to promote the reform of "Internet + government services".The reform of administrative examination and approval system in Zhejiang Province and the construction of "four lists and one network" need to solve the problem of "whether to run" and the reform of " run once at most " need to solve the problem of "how times to run".The "run once at most" reform is also a new stage of reform.Since the implementation of the "run once at most" reform in December 2016,remarkable results have been achieved.However,the reform in the "run once at most" reform process can not be accomplished overnight,and there are still many difficulties in the reform process.The theory of government process reengineering,which emerged in the 1990 s,provides an effective reference for Zhejiang Province to promote the reform of "run once at most" and to solve its dilemma.This paper mainly uses the literature research method,the case study method and the comparative research method to discuss the government process reengineering theory,the promotion process of "run once at most" reform and the achievements of reform.Although the "run once at most" reform has achieved certain results in the process of advancing,there are still many difficulties to be overcome in the continuation of the reform.Through the introduction of the government process reengineering theory and the review of "run once at most "reform process,we will find out the current "run once at most " reform dilemma and analyze the causes of the "run once at most " reform dilemma and find out "run once at most "reform the current dilemma." From the perspective of government process reengineering,it proposes targeted countermeasures for the dilemma faced by the "run once at most" reform.
