Socialism with Chinese characteristics has entered a new era.In the new historical direction of development,we have achieved new achievements,new changes in contradictions.The series of "news" in the report of the 19 th National Congress of the Communist Party of China provided the theoretical framework and guidelines for us to continue to win the great victory of socialism with Chinese characteristics,also provide new target guidance to the civil service team as an important window for the party and the country.The civil servant team is an important force for casting great cause on the journey of the new era.Its administrative ethics shape the overall image of the government and its civil servants,and it is related to the quality of public administration and the realization of the fundamental interests of the people.With the advancement of the professional ethics of civil servants,the administrative ethics of the civil servants have improved significantly,but they still face new challenges and many deficiencies.Aiming at the problems existing in the administrative ethics of civil servants.Only by deeply digging into the reasons behind them,and taking a holistic perspective,combining practical thinking,exploring strategies to improve the status quo,and practicing it in the spirit of the nail,can we build a civil servant team that will satisfy the party and the people in the new era.This research aims to provide useful ideas for the solution and optimization of the current situation of civil servants' administrative ethical ecology in the new era of our country.On the basis of sorting out relevant research results in academia,the paper defines the core concept “administrative ethics ecology”.Taking Terry.L.Cooper's theory of Administrative Responsibility Ethics as the theoretical tool,research is carried out with the ideas of finding problems,analyzing causes,and seeking countermeasures.Based on an empirical perspective,using a questionnaire survey to investigate the administrative ethical ecology of civil servants in Anyang city,and briefly explain its basic status.Focus on Anyang City's civil servants highlight issues in three indicators: administrative ethics consciousness,activities and relationship,thepaper raises questions,the lack of responsibility spirit,the difficulty of breaking through the administrative ethics dilemma,the modern administrative ethics relationship is fettered by human ethics and so on.On this basis,from the four aspects of civil servants' lack of autonomy of administrative ethics,lack of organizational system,sluggish organizational culture construction,and lack of strong support for the social environment,this paper analyzes the existing problems of the administrative ethics of civil servants in Anyang city.Taking the organic combination of internal control and external control as the principle,the four elements of individual moral quality,organizational system,organizational culture,and social expectations are included in the overall construction of the optimization path of Anyang City's administrative ethics ecology.The author proposes countermeasures,improve the autonomy of administrative ethics from the civil servants themselves,improve the organization's administrative ethics standard management system from the aspects of selection and recruitment,training and education,supervision and evaluation,and strengthen the construction of organizational administrative ethics culture.Optimize the social environment in terms of improving the legal system,establishing a good social atmosphere,and play the role of social supervision.It will lay a solid ethical foundation for civil servants to face various tests and challenges in the new era,and effectively put their responsibilities into practice.
