In November 2013,the third plenary session of the 18 th CPC Central Committee adopted the decision of the CPC Central Committee on major issues concerning comprehensively deepening reform,which officially kicked off the process of comprehensively deepening reform.The fundamental purpose of deepening reform comprehensively is to make sure that all the people benefit more from the fruits of reform in a more equitable way.This requires that while government departments are innovating themselves,they should also steadily improve the quality and efficiency of their services.On October 18,2017,general secretary Xi Jin Ping proposed in his report to the 19 th national congress: "we must resolutely fight a tough battle to prevent and defuse major risks,take targeted measures to eliminate poverty,and prevent and control pollution,so that the building of a moderately prosperous society in all respects can be recognized by the people and stand the test of history.",which requires the party and the government to maintain a sense of urgency at any time in the battle,and the party and the government's daily work tasks and temporary work tasks in a special period,there will be blowout phenomenon.In the context of comprehensively deepening reform and tackling the three major challenges,community-level public officials who directly face and serve the people are shouldering more and more responsibilities,their daily performance and efficiency directly not only represents the image of the government sector,is related to service the masses of the people's government at the same time real effect,once the grass-roots civil servants job burnout occurs,will affect the government's management ability and the requirement of social development,and may arouse social contradictions,worse even greater impact.The fourth plenary session of the 19 th central committee,In particular,the modernization of the national governance system and governance capacity should be basically realized by 2035,so as to realize the second centenary plan of the "two centenary".As an important part of the national governance system,the working status of grassroots public officials determines whether the country can achieve these goals on time.In order to better realize the goal of comprehensively deepening reform,to make good progress in the three key battles in the new era,and to make steady progress on the "road map" proposed by the party,it is self-evident that the research on occupational burnout of grassroots public officials is of great significance and urgent needs.Under the background of reality,this paper discusses the generation,development and harm of grassroots public servants' occupational burnout,and summarizes the experience and practices of relevant studies at home and abroad.The mbi-gs scale is used to make a questionnaire to investigate the occupational burnout of 300 grassroots public servants in Y city.When analyzing the questionnaire data,this paper found that there was a strong correlation between the age,education,length of service,position and work scene of grassroots public servants in Y city and the degree of job burnout.In addition,material incentive failure also occurred.On this basis,according to maslow's demand theory and resource conservation theory,and combined with the corresponding data analysis,the paper proposes solutions,in order to provide some practical and effective help for solving the problem of job burnout of grassroots public officials in similar cities.
