A Study On Community Correction Of Prisoners In B District From The Perspective Of Public Governance

The community correction work was originally to alleviate the pressure caused by too many prisoners,actively use various social resources,integrate forces in all aspects of society,and punish criminals with lighter crimes,less subjective malignancy and less social harm,or through regulatory reform Criminals who do show repentance and no longer endanger society will carry out targeted management,education and transformation in the community.Since 2003,pilots of community correction work have been implemented in 6 provinces and municipalities in Beijing,Tianjin,Shanghai,Jiangsu,Zhejiang and Shandong.At present,community correction work has been implemented nationwide.15 years of exploration have also formed some community correction models with local characteristics,such as "Beijing model" and "Shanghai model".On January 10,2012,the Supreme People's Court,the Supreme People's Procuratorate,the Ministry of Public Security,and the Ministry of Justice also jointly issued and formulated the "Community Correction Implementation Measures" in order to regulate community corrections in accordance with law.As a first-tier city,G city has explored many advanced experiences in community correction work,but in specific practice,in community correction work,among different units,between government and social organizations,and between government and people,Many imperfections.The current new requirements of the Party and the government,such as "safe G city" and "sweeping off evils," are new challenges for the community corrections of community prisoners in G city.Among them,B District has a background of urban-rural junction and complex Social conditions and people's conditions are the most challenging in the community correction public governance work in G city.As a participant in the community correction work of the grass-roots justice institute of the Judicial Bureau of B District,I deeply feel that there are still many difficulties in the specific operation of public governance.Therefore,from the perspective of public governance,this paper uses questionnaire method,literature analysis method,comparative analysis method and case analysis method to sort out the community correction work of community prisoners in B District,analyze the current effect of community correction work in B District,explore the problems and analyze the reasons,and propose measures to improve the community's correction of public governance.
