to implement the system that criminals have the right to receive correction and assistance.The community correction system is different from the way of prison reform,which makes criminals completely isolated from the society It is characterized by giving full play to social forces and integrating social resources,which is embodied in relying on social places,uniting with the public,relying on professionals and providing social resources to help prisoners better return to the society.It can be said that the key to solve the problem of recidivism is to obtain the understanding of the public,unite the participation of the public and integrate social resources into the community correction system.However,the traditional society of our country presents the pattern of "big government,small society".The government takes charge of the whole society,and almost uses administrative means to deal with social contradictions.The community correction of our country shows the characteristic of "government takes charge of the whole society".The mode of "taking charge of the whole society" of the government of the community correction causes the awkward situation that the participation of social forces is weak and the advantages of social forces are hard to developIn view of various problems in the participation of social forces in community correction work,from the prisoners To promote the socialization of community prisoners.In addition,social institutions fall into the misunderstanding that "establishment qualification" is equal to "access qualification",so that the ability and level of undertaking business under the background of government purchasing services are not high.In addition,the process of government purchasing services is not open,transparent and less competitive,which makes it impossible to form a positive incentive mechanism for the ability and level of the undertaking parties.From the perspective of the internal operation of community correction social work,local finance is insufficient to provide financial support for community correction social work,so that professional social workers do not have sufficient financial support to carry out personalized correction activities and support activities;the judicial administrative department has insufficient professional understanding of community correction social work,so that it is
