With the aggregation of people and the practice of management,incentives are needed.Incentive is the core issue in management.Because of its role in stimulating,guiding maintaining and naturalizing the behavior of members of organizations,it has become an effective tool to improve administrative efficiency promote administrative democracy,especially to improve the performance level and work efficiency of individual police.With the deepening of reform in an all-round way,the Party and the people have put forward new and higher requirements for public security.However,due to the fact that the incentive mechanism of the grassroots police is not perfect at present,there are some problems in the grassroots police force of D district,such as not being quick,inefficient and slow down,resulting in the reduction of work efficiency and quality of work.How to establish a scientific and reasonable incentive mechanism to stimulate the enthusiasm of the grass-roots police team has become an important and urgent practical issue facing district D.Starting from the present situation of the incentive mechanism of the grass-roots police in the D sub Bureau of Zhaoqing Public Security Bureau,from the perspective of public management,combined with the theories of external incentive motivation,internal drive theory and self-regulation motivation theory,this paper adopts the methods of literature analysis,questionnaire survey and interview to analyze the operation problems and causes of the incentive mechanism of Zhaoqing Public Security Bureaus D sub Bureau.Specific case analysis.A total of 230 valid questionnaires were collected,including 30 interview questionnaires and 200 semi-structured questionnaires.The whole study is divided into three parts: understanding the role of the current incentive mechanism,studying the factors that restrict the role of the current incentive mechanism and its impact and studying the incentive factors and their importance.The survey data analysis and interview results show that the problems and reasons of the incentive mechanism of the grassroots police in the D branch of the public security bureau are mainly caused by the weakening of the external policy incentive function,the weakening of the incentive function in the internal management of the organization,the enthusiasm of the grass-roots police and the weakening of the sense of responsibility in work.There are three factors.Then it introduces the advanced experience of the grassroots police incentive mechanism at home and abroad and makes a comprehensive study of the grassroots police incentivemechanism in the United States.the United Kingdom,Singapore and other countries,as well as in China,including the promotion system,the performance appraisal system,the salary and welfare system,the education and training mechanism and other advanced practices.On this basis,combined with the actual needs and characteristics of the grass-roots police in the D sub Bureau of the Municipal Public Security Bureau,we find the most suitable incentive mode to provide a strong guarantee for the completion of various tasks.First,we need to implement the duty sequence reform to solve the problem of poor promotion;second,we should improve the selection and employment mechanism and establish a correct guidance for users;Third is to perfect the assessment and incentive mechanism,and stimulate the internal motivation.Fourth,we should establish and improve the mechanism of education and training to continuously improve the quality of the contingent;fifth,we should establish and improve the mechanism of supervision and management and play a role of democratic participation in management;sixth,we should improve the mechanism of performance protection and support the reform and innovation of performance;finally,we should establish and improve the mechanism of preferential treatment for police and enhance the cohesion and combat effectiveness of the contingent,with a view to passing the above countermeasures and suggestions to a certain extent.To a certain extent,it can meet the superior needs of the current grass-roots police,change the disadvantageous situation that the incentive mechanism is not strong enough to promote and weaken the role,and then improve the management level of the whole police force,thus providing valuable reference for promoting the development of public security work.
