The cadet administrative team is an important aspect of personnel training in the military higher education,as well as one of the basic teams in the management of military higher education.It is a special stratum between the cadets and cadres.The role of cadet administrative team in scientific management and personnel training is becoming more and more important,which puts forward higher requirements for the management,training,use,and encouragement of cadet administrative team.It is not only necessary but also urgent to apply the scientific performance management theory to the important special group of cadet administrative team and to research the performance appraisal of cadet administrative team in the new era.Based on the theory of system engineering and the method of combining theory with practice,this thesis researches and puts forward the performance appraisal mechanism of cadet administrative team suitable for the characteristics and laws of military academies.From the perspective of performance management and human resource management,the BSC,KPI,and AHP methods are used to establish a model for performance appraisal of cadet administrative team.The first part discusses the research background and the current situation at home and abroad,master the performance management and appraisal,BSC,KPI and other basic theories.The second part focuses on three aspects of research.First,carry on the present situation analysis,through the questionnaire survey grasps the appraisal present situation and analyzes the reason,unifies the individual work practice and the experience interview,proposed the cadet administrative team should have "eight qualities" and "seven abilities".The second is to construct the indicator and model,transform the four dimensions of BSC to make it accord with the reality of the military academy and the cadet administrative team,put forward 34 key performance indicators of the cadet administrative team appraisal,use AHP to determine its weight,and establish the standard system,complete the construction of the evaluation model.The third is to carry on the case analysis,unifies my work office reality,carries on the example verification to the proposed appraisal indicators and the appraisal model,compares the effect and carries on the analysis,draws the conclusion,puts forward the improvement performance appraisal and the promotion suggestion.The third part summarizes the work done and looks forward to the next research work.The innovation of this thesis is to introduce the concept of BSC,which is applied to enterprise performance,into the performance appraisal of cadet administrative team in the military higher education.This thesis has put forward a complete indicator system.A balanced scorecard model suitable for performance appraisal of cadet administrative team is constructed,which provides a new method for the appraisal and cultivation of the cadet administrative team,and also adds vitality into the management of the military academy and even military management activities.
