With the reform of real estate and the promotion of urbanization,residential quarters have become the living places of most urban residents.In the interior of residential quarters,there are mainly governance structures with community neighborhood committee,property service enterprises and owners' committee as the main organizations,and property management services as the main governance content.At present,contradictions and disputes in the field of property management in residential areas are increasingly high,which seriously affects the grass-roots governance and social stability.Community governance has increasingly become the focus of the party and the government.According to the analysis of online cases and petition data,the main contradictions of community governance are: first,the rights of the owners and the property service enterprises are not equal,the owners are weak,and the property service enterprises are strong,which leads to the conflict of residential communities.Second,the owner committee interferes with the community governance beyond the scope of responsibility,and there is no effective supervision,which leads to the deterioration of the community governance.The purpose of this paper is to explore the characteristics of different governance modes,to simply sort out the development process of the research on the governance mode of residential quarters,to summarize the different governance paths and methods of residential quarters based on the theory of public pond resources,and to sort out the common elements of good governance of residential quarters.The author tries to answer the following questions through this paper: first,the difference of governance effectiveness of different governance models;second,what are the characteristics of well run and orderly residential areas? Third,how to improve the governance efficiency of residential areas,so as to avoid the "tragedy of the commons".The paper is divided into five parts: the first chapter is the introduction,which puts forward the research background,significance and purpose,and expounds the core concepts and literature review.The second chapter analyzes the development history of residential quarters in Guangdong Province,the basic situation of residential quarters governance in Guangdong Province,sets the division standard of residential quarters mode,and divides the residential quarters into four types: two party cooperation type,owner committee leading type,property service company leading type,and lack of management type.The third chapter analyzes five residential areas,studies and judges the elements of residential area governance to explain the characteristics of residential area governance,as well as the evaluation of different subjects on residential area governance mode.The fourth chapter is based on the theory of public pond resources to analyze the governance mode and main problems of the case community,focusing on the analysis of different governance strategies of different subjects such as property service enterprises and industry committees,and getting the elements of good community governance.The fifth chapter puts forward countermeasures and suggestions to improve and optimize the governance mode of residential quarters.The author thinks that we should improve and standardize the operation mechanism of the owners' Congress and the owners' committee,establish the three-way coordinated governance mechanism of the residential area industry committee,the community neighborhood committee and the property service enterprise,revise the property management regulations and other laws and regulations,implement the state-owned enterprise's bottom management,and select the best residential area governance mode in combination with the local actual situation,so as to realize the stability of the residential area Orderly and healthy development.
