Research On Government Responsibility For Sustainable Livelihoods Of The Suburban Land-lost Farmers

With the rapidly development of the urbanization in our country, the original urban area is gradually dissatisfied with the urban functions increase and the growing number of the population, the suburb which is close to the urban area is classified as town for common management. Therefore, the suburban land-lost farmers has become a special social group. After losing land,suburban farmers is to be the society of the "four types" crowd:no land, no post employment, no social security, no funds on business. Besides, their sustainable livelihoods get into serious situation.The government, as the main body of land requisition, should bear the responsibility of suburban land-lost farmers sustainable livelihoods.On the premise of the sustainable livelihood theory and framework, this paper comprehensively and systematically describes the current predicament of the sustainable livelihoods in the suburban land-lost farmers from the perspective of the five livelihood capitals.On the survey of the YiYang city, M resettlement community of Hunan province, I found the status of suburban land-lost farmers are:seriously loss of the natural capital, human capital investment failure, difficultly obtain financial capital, difficultly bridging social capital, get low physical capital quality. To solve these problems, the government should define clearly the responsibilities, which mainly include legal responsibility, political responsibility, fiscal responsibility, administrative responsibility and supervision responsibilities. But,in fact, the situation of responsibility is imperfection. The government irresponsibilities lie in: the unreasonable responsibility orientation,the insufficient institution supply,the inadequate financial expenditure and the poor government supervision. The author believed that government irresponsibilities mainly due to the conscious of government responsibilities is not strong enough, the government reform is too conservative, government performance evaluation is not safe and sound, and the government is driven by self-interest.To strengthen responsibilities in the sustainable livelihoods of suburban land-lost farmers, the government should improve five livelihood capitals. In the aspect of natural capital, the government should clear land property rights, implement land stock cooperation; In terms of the human capital, the government can develop industry to promote employment, improve the training system,encourage the intergenerational transfer investment; As to the financial capital, the government should reform land expropriation compensation mechanism, and broaden the financial channels to promote entrepreneurship;When it comes to the social capital, the government should enforce the social security system, and promote cultural adaptation; In the aspect of physical capital, the government should scientifically plan the resettlement community, and promote housing capitalization.
