Mao Tse-tung's Thought On National Defense Mobilization(1949-1976)

Mao Tse-tung`s national defense mobilization thought is an important part of Mao`s military thinking.It plays an important guiding role in the construction and development of new China's national defense.After the founding of the People's Republic of China,China is still under a complicated and volatile international situation,and national sovereignty and security issues have been repeatedly threatened.To this end,the Party Central Committee with Mao Tse-tung as the core puts forward a series of national defense mobilization ideas aimed at safeguarding national sovereignty and security on the basis of reality and gradually formed a relatively systematic Mao Tse-tung national defense mobilization ideology.The content of Mao Tse-tung`s national defense mobilization thought is rich and and its characteristics is distinctive.Marxism's thoughts on the organization and construction of the army and the construction of the national reserve army are the main theoretical sources of of its mobilization thoughts;Huxiang culture is an important theoretical source of its mobilization thoughts;the Chinese revolution and the practice of national defense construction in the new China are the practical basis of the formation and development of its mobilization thoughts.Throughout the development process from 1949 to 1976,due to the constant changes in the environment and situation at home and abroad,Mao Tse-tung`s understanding of Chinese national defense mobilization construction has also changed.Correspondingly,Mao Tse-tung`s national defense mobilization thought has also changed.In this sense,its mobilization thought can be divided into three stages,namely,the emergency construction stage(1949-1953),the peace construction stage(1953-1964),and the preparation for the mobilization stage(1964-1976).Mao Tse-tung proposed to use the people's army as the core,to strengthen the preparation for war,to rely on the people,to develop the armed forces of the people,to take the party and government cadres as the key,and to play a leading role in the specific national defense mobilization ideas.,and to implement active defense,to oppose to negative defense;to rely mainly on self-reliance and strive for external help as a supplement;to use military-civilian integration and peacetime integration as the basic principles.At the same time,its mobilization thinking has always been characterized by consistently active defense,participation by the whole people,andflexibility and pragmatism.Mao Tse-tung's national defense mobilization thought has added new content to the Marxist military view,laid the foundation for the development of the new China's national defense mobilization,and provided new ideas for developing countries to solve the problem of national defense mobilization.This study of its mobilization thought can provide reference for the improvement of China's national defense mobilization system,and provide experience and realistic revelation for relevant laws and regulations,the deep development of military-civil integration,and the insistence on peaceful development.
