The administrative level is set by the government to realize the administrative management of geospatial space by dividing the hierarchical structure.It is the government's planning for urban development with administrative power.The administrative level will not only affect the financial power and power of the city,but also promote the scale advantage of the higher administrative level of the city.After the reform and opening up,China's economic development gradually changed from a planned economy to a socialist market-oriented economy.The relationship between the original administrative division system and economic development was complicated,and a unique administrative district economic model was formed.As an embodiment of the political power of the country in the geospatial space,the city administrative level plays an important role in the city's resource allocation,social governance,and policy planning.Compared with ordinary prefecture-level cities,cities with higher administrative levels have greater advantages in terms of fiscal expenditure capacity,human capital attraction capacity,and resource agglomeration capacity,thus providing more favorable location conditions for urban economic development.With the advantage of the administrative level,we can obtain positive feedback effects under the economic development model of China's administrative regions.Understanding the urban development from the perspective of administrative level also captures the key to the economic model of the administrative region with Chinese characteristics.The scale of the city reflects the basic conditions of the city in a market-oriented economy.The advantage of the scale of the city can promote the city's advantages in resource allocation,public services,and innovation and development.However,the expansion of the city will also lead to the emergence of “big city diseases”.The increase in urban population and the expansion of urban scales have gradually led to competition for land resources between regions and cities.The use of land for urban use has often occurred.At the same time,the interior of the city still presents a phenomenon of shortage of land resources and chaotic spatial layout.To maintain good economic and social development,cities need to make full use of land resources,and achieve efficient allocation of resources and improve land output efficiency through urban administrative level adjustment and urban scale control.In the report of the Third Plenary Session of the 18 th National Congress of the Communist Party of China,the mechanism system for “developing national soil space development,resource conservation and utilization,and ecological environmental protection” was proposed.“To comprehensively deepen reforms,we need to promote the modernization of the national governance system and governance capacity.” Reasonably supply urban construction land and improve urban land utilization rate." At the Central Economic Conference in 2015 and 2016,General Secretary Xi Jinping particularly emphasized that "the development of the city should pay attention to the planning and coordination of spatial layout,achieve compact and intensive","adapt the population size and carrying capacity",and carry out deepening reform and improvement.The institutional mechanism of market-oriented resource allocation and deepening the reform of the administrative management system,breaking the monopoly and improving labor productivity.” On October 18,2017,General Secretary Xi Jinping clearly pointed out in the report of the 19 th National Congress that it is necessary to build a land-based space development and protection system and improve the main functions.The district's supporting policies will deepen the reform of the administrative system and form a scientific and rational management system.In addition,the Administrative Regulations on Administrative Divisions,which came into effect on January 1,2019,also emphasizes the optimization of administrative divisions,strengthening the administrative management of the government,promoting the modernization of the national governance system and governance capacity,and achieving urban-rural and inter-regional Coordinated development.Based on the perspective of spatial political economy,this paper uses the theory of new economic geography,the theory of regional economic synergy development,and the theory of scale economy to study the influence of urban administrative level and city scale on land output efficiency,and the institutional background and motivation of administrative divisions in China.The theoretical analysis of the mechanism is carried out,and then the urban administrative level has a positive effect on the land output efficiency;the urban scale has an inverted U-shaped effect on the land output efficiency;there are three studies on the synergy between the urban administrative level and the urban scale in China.Assumption.The study uses the panel data empirical test of prefecture-level and above cities in China from 2000 to 2016,and controls the interference between the variables in the model through endogeneity test.The empirical results are basically consistent with the theoretical model results,but the city synergy effect between the administrative level and the urban scale on land output efficiency is low,indicating that there is a mismatch between the two.The research further explores the structural change point of the city scale to the inverted U-shaped effect of urban land productivity through the threshold effect model,and thus obtains the optimal city scale when the city scale is 3.87 million.The study discussed and analyzed the findings and proposed corresponding policy recommendations.
