Research On The Participation Of Rural Political Elites In Public Service Supply

The provision of public services is vital to the well-being of the people and is essential to enhancing the people's sense of gains in jointly building and sharing development.For a long time,the rural area economy is relatively backward,the public service supply depends on the government,the unbalanced and insufficient present situation,makes it become our country public service supply short board,has been our country public service supply weakest link.The contradiction between the increasing demand for public services and the failure of the supply of public services in rural areas is becoming more and more prominent.As a group with high authority in the field of village internal political life,the rural political elite includes not only the political elite within the village system composed of members of the village two committees,but also the political elites outside the village system who are enthusiastic about village affairs and have certain influence and appeal in the village political life.Rural political elites as village village head and the words of matter,on the one hand,requires coordinated mobilization more public service supply main body to provide public service supply to village,on the other hand,timely and comprehensive understanding of the village residents' demand of public service,which makes the public service system in the villages in the hub of the key position,in the village all the supply of public service items without effective participation in the political elite.At the same time,the political elites have more outstanding personal abilities and capital than other villagers,and can give full play to their resource advantages to help the village public service supply.To explore the supply of public services in rural areas with political elites as the starting point is not only the practical need to promote the equalization of basic public services in China,but also the theoretical need to enrich the two fields of rural public services and rural political elites.In this background,this article for transshipment to tongcheng people in the village of fieldwork as samples,analyzes the political elite people for transshipment village to participate in the village of public service supply and concrete practice,and delve into the reality concern,as a case,in order to optimize rural political elites to participate in the public service supply to provide more experience for reference.This paper mainly discusses from five parts.The first part is the introduction,that is,the paper elaborates the research background and significance,which in turn is the related concepts and theories of the paper to define and interpret,then at home and abroad on the study of rural public services,rural political elite literature was summarized and combing,and the thesis research ideas and research methods and innovation and deficiency.The second part describes the map of public service supply in minfan village,and expounds the general situation of minfan village and the current situation of public service supply.The third part mainly describes the whole form of political elites' participation in public service supply in minfan village,and deeply analyzes the structure of political elites in the village,as well as the motivation and specific practice of political elites' participation in public service supply.The fourth part analyzes the current concerns in the process of minfan village political elites' participation in the provision of public services,in which not only the political elites dominate the village public service supply,but also the political elites' participation in the supply of public services is restricted by many factors.The last part,based on the analysis and summary above,puts forward some targeted policy Suggestions on how to optimize the participation of rural political elites in public service supply.
