A Study On The Supply Of Policies About Rural Industrial Revitalization In Hilly Areas Of Sichuan Province

The prosperity of industry means the prosperity of all industries.The report of the 19 th National Congress of the Communist Party of China put forward for the first time that we should implement the strategy of Rural Revitalization and accelerate the modernization of agriculture and rural areas.To implement the strategy of Rural Revitalization,the first task is to promote the revitalization of rural industries.Sichuan is a large agricultural province and it has 68 hilly district counties in the province.It plays an important role in the province for its population,cultivated land and economic aggregate.However,there are some difficulties in promoting the revitalization of rural industry in hilly areas of Sichuan Province,such as short industrial chain,lacking of development funds,absent talent support and backward infrastructure construction,Which is in virtue of the short of outstanding comparative advantages in topography,resource endowment,development foundation,cadres and talents,it is urgent for the government to strengthen guidance and support through the supply of industrial revitalization policies,so as to accelerate the pace of revitalization of the rural industry.Therefore,it has become an important topic to study how to achieve the rural industrial revitalization in hilly areas of Sichuan Province from the perspective of perfecting and booting the supply of rural industrial revitalization policies.This paper puts forward some suggestions for optimizing the supply of rural industrial revitalization policies in hilly areas of Sichuan Province from the aspects of rural industrial development policies,financial support policies,financial service policies,land support policies,talent security policies and other supply,according to the actual development of rural industry in hilly areas of Sichuan Province and basing on the theory of supply and demand,the theory of gradual decision-making,by using theresearch methods of literature research,interview and induction,etc,by means of analyzing the current situation,existing problems and causes of the supply of rural industry revitalization policy in Danling County which is one of the typical hilly areas of Sichuan Province,at the same time we learn the advanced experience “one village,one product”movement in Daefen County,Japan,”New Rural Movement“in South Korea,” Bamboo Industry Revitalization in Anji County,Zhejiang Province,and “Policy Supply in Promoting Rural Tourism Industry Revitalization in Wuyuan County,Jiangxi Province”.
