Study On The Information Quality Of Participating Parties' Report Of Social Situation And Public Opinions

The multi-party cooperation and political consultation system under the leadership of the Communist Party of China is the current political party system in China.As a participating party that cooperates with the Communist Party of China,it is reasonable to regard the great rejuvenation of the Chinese nation and the realization of the Chinese dream as its mission.Participation in political discussion,democratic supervision,and political consultation are the main responsibilities of the participating parties,and reporting the social situation and public opinions is the important manifestation of the three major functions of the participating parties.Only high-quality reports of social situation and public opinions,high-level advices and suggestions,can concentrate on the people's wisdom and reflect the voices of the people better,can promote the government's policies more democratically and scientifically,can assistant the ruling party better.This paper takes the Shanghai Municipal Committee of China Association for Promoting Democracy(SMCCAPD)as the research object,and statistically analyzes the data's related to the reports of social situation and public opinions in the past five years,and finds that the quality of the report of social situation and public opinions is low.The article points out that the malpractice existed in evaluation method of the report of social situation and public opinions,which is a total qualitative analytical method,it totally depends information expert's personal experiences and subjective judgment.It is necessary to construct a set of information quality evaluation index system of the report of social situation and public opinions,and the index system should combine qualitative and quantitative analytical method.The information quality evaluation index system is based on the Naumann information quality evaluation model and Cao Ruichang's information quality evaluation index system model,and referenced of existing literature and consulted by experts in relevant fields,combined with the characteristics of the report of social condition and public opinions.The index system includes 3 first level indictors and 14 second level indictors.The analytic hierarchy process and MATLAB mathematics software are used to calculate the evaluation indexes of each evaluation index.The weights reflect the importance of different indicators to the information quality.Inviting relevant experts to score the sampling reports of social situation and public opinions according to information quality evaluation index system model of the report of social condition and public opinions.Comparing the results of expert scoring and the scores of the higher authorities,the results of the two evaluations are basically the same,it indicates that the indicator system is operational.From the scores of the sample reports,we can see that there is a gap in the quality of expression,content quality and utility quality of SMCCAPD.Through interviews with the experts and democratic members,the following main reasons for the poor quality of the reports are as follows: members' willingness to perform their duties is low,lack of reports writing training,and the circles of China Association for Promoting Democracy lack advantages.According to the existed problems,the following four suggestions are proposed: Firstly,improving the participation of members,including establishing the feedback mechanism of reports,expanding the channels for publicity information,improving the performance appraisal mechanism,and improving the incentive mechanism.The second is to improve the information quality training system,including arranging regular training and conducting field research.The third is to effectively cover the shortage of the sector,including admitting new party members via multi-channel,increasing exchanges of party members,and continuing to explore party advantages.Fourth,based on the "gatekeeper" theory,establish a quality "gatekeeper" mechanism,and includes self-checking the reports by party members,creating a three-dimensional reports evaluation agency,and inviting third-party evaluation agencies.
