Along with the spring breeze of reform,China's overall economic strength has achieved historical leapfrogging achievements,but it is followed by the contradiction that the supply of traditional public sector human resources services in the traditional public sector is difficult to meet the increase in demand for social services.Therefore,in today's advocacy of industrial transformation,administrative reforms aimed at reducing costs and improving efficiency are also in full swing.In this context,the tremendous energy efficiency improvement brought by the HR service outsourcing model in the operation of enterprises provides new ideas for the management of human resources services in the traditional public sector in China.At the grassroots level in China,many public sectors represented by the government began piloting experiments in the early 21 st century.Although they have achieved satisfactory results in open cities such as Shenzhen and Shantou,they fully demonstrate that the theory has the goal of achieving China's comprehensive deepening reform strategy.It is more ideal to promote the effect,but it should be recognized that China's overall grassroots public sector's cognitive level and practical ability for human resources service outsourcing are in the primary exploration stage.Many practical basic requirements and problems make its application scope mostly limited to various pilot areas.The grassroots public sector is still relatively resistant and unacceptable to this type of approach.This paper takes the practice of human resources service outsourcing in the public sector of Lianyungang City as the research object.On the basis of the relevant theory and the actual understanding of local development,the basic management of the human resources service outsourcing personnel in the public sector of Lianyungang City is taken as an example.A brief discussion.Secondly,a general explanation is given on the main motivations of related outsourcing.Then,the environment for the human resources service outsourcing of the public sector in Lianyungang City is specifically described in terms of policy and market,information security and exchange differences,culture and audit.Then briefly describe the typical human resources service outsourcing results of Lianyungang City in recent years.Then,the problems encountered by the human resources service outsourcing of the public sector in Yungang City and related reasons were discussed in detail.Finally,some countermeasures were proposed for the current major problems,in order to provide the future public sector human resources service reform in Lianyungang.Must learn from and help.
