Outsourcing human resources management is currently becoming a new form of management in the world, which can effectively promote the organization efficiency and largely improve the organization competitiveness. With the constant reform and optimization in human resources management system, the government departments have made some significant achievements in the aspect of personnel system management. Having gradually realized setting station based on requirements, mounting guard through competition, open recruitment, position compensation, performance appraisal and contract management, some departments are now trying to employ new recruiting ways in a more positive manner which include project employment, talent dispatch and other ways to revive and recreate the traditional ossified personnel system. Successfully laying down basis for human resources management outsourcing, such transformation facilitates the management function in traditional sense in order to transform it into a new human resources development function. In many foreign countries, human resources outsourcing is very common nowadays. Being in a course of continuous expansion and extension, the human resources management outsourcing has become an indispensable part of the outsourcing business. However, in our country, the conception of outsourcing is not introduced to people until recent years. Therefore, there is bound to exist some imperfections in the basis of outsourcing business, in the outsourcing environment and in the legal environment concerning outsourcing business. In addition, subcontractors tend to be at different levels. Being in the exploratory stage of the primary, the human resource management outsourcing business is just getting started. Nevertheless, from the view of the situation concerns with business development, there lies great potential for the human resources management outsourcing in China. Speaking of some government departments, to a certain degree, they have unique role definitions which generally refer to what we call the agent of social public resources, leader of social revolution, provider of public product and services. This article reviews the outsourcing theory of human resources management and demonstrates the way and the role outsourcing human resources management. Based on it, taking Suzhou as an example, the article successfully makes a deep analysis on the situation of human resources management outsourcing in public sectors in Suzhou. Besides, the article also analyzes the problem lies in the public sectors. Ultimately, on the purpose of offering reference significance in the course of improving the human resources management outsourcing, the article bring forward the corresponding measures in accordance with the problems Suzhou public sectors have.
