Research On The “Government-led Collaborate” Social Governance Model

Today,the world has entered a high-risk society,social problems occur frequently,the complexity,variability and dynamics of social affairs,especially social public affairs,are increasing day by day.It is more and more difficult for government departments to solve the difficult social problems alone.How to effectively control and manage the society and effectively manage the difficult problems has become the focus and core of government consideration.In this context,this paper reviews the previous research results on social governance,and finds that the research on social governance abroad is quite mature,which provides a sufficient basis for our research,while the research on social governance in China is in the ascendant,and there are many deficiencies,especially in the research on Social Governance Innovation,which is mostly limited in the field of macro public services,ignoring the social governance the objective conditions and situations embedded in governance innovation,even the various social governance models discovered and refined,are mostly in trouble.How to develop a set of Chinese social governance model that is truly rooted in the local and can stand the test of practice is worth exploring.This study selects the pilot reform of "Rental Agent " in Changning District of Shanghai as a research case,uses interview method and questionnaire method to obtain research data,and conducts research and Analysis on the reform process of "Rental Agent ".It finds that the pilot reform of "Rental Agent " in Changning District contains the value of renovating the housing rental market,standardizing the supervision of foreign population,and innovating the social governance structure system The grass-roots practice of public rental housing supply model innovation is also a grass-roots innovation to improve social governance ability and governance level.On the basis of careful analysis of the reform process,combined with the principal-agent theory,cooperative governance theory and other relevant theoretical basis,this paper finally condenses the innovation of "Government-led Collaborate " social governance model.In this governance model,the government faces complex and difficult problems that are difficult to be solved independently,seeks cooperation forces,and works together to solve problems,so as to achieve effective control of society System and management,the goal of effective governance of difficult social problems.In the end,the paper looks forward to the future of the social governance model of "Government-led Collaborate" and provides several suggestions for its follow-up development.
