In particular,the grassroots civil servants,as the backbone that maintains the normal functioning of society,are employed to implement major policies and guidelines of the CPC and the Chinese Central Government and execute all affairs of governments at the grassroots level.In addition to providing a variety of public services to the masses,they also assume the responsibility of maintaining the relationship between the CPC and the masses,developing the economy and stabilizing the society.Their personal quality and comprehensive abilities not only portray the public image of the CPC and Chinese government,but also directly affect the implementation of national policies and guidelines at the grassroots level.Due to a unique geographical landscape,Chongqing struggled in its dual role of international metropolis and big countryside in mountainous areas.Compared with other municipalities directly under the central government,Chongqing has been suffering a great imbalance in urban and rural development.Therefore,there is still a lot of room for improvement in all work including stabilizing the society and developing the economy,with opportunities and challenges juxtaposed for Chongqing.All kinds of work in Chongqing cannot be completed with the support from the staff of government departments at all levels,especially the grassroots civil servants who are in direct contact with the masses.If the grassroots civil servants have strong working ability,steady working style and high comprehensive quality,they can not only improve the overall image of all civil servants,but also improve the governing capacity and public credibility of governments,and promote economic growth and social stability.Since the 18 th National Congress,the CPC Central Committee has made eradicating poverty the basic mission and symbolic benchmark of its efforts to build a moderately prosperous society in all respects,the grassroots civil servants are faced with heavy tasks,high requirements and more responsibilities in an increasingly complex environment.Whether the current objectives and tasks can be fulfilled in China is directly determined by the adaptability and learning ability of grassroots civil servants.In this context,the basic training of grassroots civil servants in Chongqing is investigated by means of literature research and questionnaire survey.This article by using various theories including adult learning,hierarchy of needs and competency model,the author discovers a range of problems in the training of grassroots civil servants in Chongqing,such as lack of creative training methods,thetraining content is not integrated with the actual work,lack of emphasis on training,off-job training time and superior requirements have a gap.A further analysis shows that these problems above are caused by outdated training concept,the training resource supply system is not perfect,the mechanism of training assessment and quality assessment is not perfect,insufficient research on training demand.By drawing lessons from successful practice of other provinces and cities in the training of civil servants,the author puts forward several suggestions are to improve the training of grassroots civil servants in Chongqing,including:(1)Update the training concept of grass-roots civil servants and improve their ideological understanding;(2)Establish a diversified supply system of training resources;(3)Improve the mechanisms for training,assessment and motivation of grassroots civil servants;(4)Do more surveys before training and arrange the training activities in a demand-oriented manner;(5)Develop the training plans in a competency-oriented manner.
