Research On The Implementation Of Micro-credit Policy For Poverty Alleviation In Jiangsu Province

In the new era of targeted poverty alleviation,financial poverty alleviation plays an important role in targeted poverty alleviation.In order to do a better job of financial poverty alleviation,the state has successively issued relevant financial poverty alleviation policies.A large number of poor households are lacking funds due to the development of production,and micro-credit for poverty alleviation has emerged under such circumstances.It provides poverty-stricken households with established cards.Low interest fund support.In recent years,the Jiangsu Provincial Government Department has continuously adjusted and perfected the policies related to poverty alleviation microfinance to help overcome poverty.However,how to implement the policies at all levels of institutions is also a key part of helping the poor to get rid of poverty and build a well-off society in an all-round way.The cause of poverty alleviation in China has achieved results that have attracted worldwide attention.However,due to the complexity of social problems,there are still certain problems in the implementation of micro-credit policies for poverty alleviation.This article selects the northern Jiangsu area of Jiangsu Province as the object of research on the implementation of micro-credit policies for poverty alleviation.Through field surveys,interviews,and data collection to understand the status of the implementation of policies in the northern Jiangsu area.The research object selected in this article is northern Jiangsu.In the region,the research methods used are field research,in-depth interviews,data collection,etc.The model adopted by the institute for the implementation of the situation is the Smith policy process model,and the reasons for existence are analyzed in four aspects:relevant policy content,target groups,implementing agencies,Policy environment,and mutual influence and interaction.The study found that the problems and causes of the implementation of the Jiangsu Poverty Alleviation Microfinance Policy are mainly reflected in:policy,due to flaws in the policy design,the implementation of poverty alleviation policies deviated from the goal;policy implementation agencies,due to the lack of institutional coordination 1.The quality of executives is low,resulting in low efficiency of policy implementation;in terms of target groups,the target group lacks endogenous motivation and ability to get rid of poverty,which leads the target group to get rid of poverty in the form of;the policy environment,due to the institutional environment,economic basis and other policies External environmental constraints have led policies to pursue short-term benefits.In response to the abovesituation,this article puts forward the following suggestions that can promote the implementation of the Jiangsu Poverty Alleviation Microfinance Policy:First,improve the targeted poverty alleviation policy,improve the targeting accuracy through multi-dimensional targeting and dynamic identification and adjustment mechanism policy design;second,improve the implementation subject Implementation capacity,optimize the organization of policy enforcement agencies,and improve the overall quality of the poverty-stricken people at the grass-roots level;third,stimulate the endogenous motivation of the target group for self-development,increase skill training,and increase participation;fourth,optimize the external environment for policy implementation,including Improve the assessment mechanism,strengthen the construction of the financial environment,and improve the level of industrial economic development.
