A Case Study Of E-government Development In Deyang From The Perspective Of New Public Services

With the rapid development of the times,information science and technology are constantly developing and innovating.We are facing a new round of information technology changes such as the Internet of Things,cloud computing,big data.The supporting and leading role of technology in social and economic development has become more prominent.Information science and technology play an more important supporting and leading role in social and economic development.Traditional government services are unable to satisfy the service needs of the public.Promoting the rapid development of e-government has become an inevitable trend for improving government's governance capabilities and levels.Nowadays,with the rapid development of e-government,the local governments positively accord to the country's requirements to develop e-government,and base on their own actual conditions to formulate e-government development policy.And in the process of e-government development,it generates some new measures,new ideas,and new methods.However,compared with public demand,it still has vast space of e-government development,because there exists problems which about a lack of public demand's awareness,a lack of proper balance in regions and public sectors,and insufficient material support and human resources.Therefore,how to make a better use of e-government to provide the public with more humanized and high quality e-government services is also an urgent problem that governments at all levels need to solve.This paper analyzes the development and construction of e-government in Deyang.Firstly,by the research of literature to study the development of domestic and foreign e-government,analyze and summarize the characteristics of the development e-government.Secondly,through the field survey method to get the data of the information system survey from various departments in Deyang,and the method of case analysis,as well as consulting relevant policy documents,taking the new public service as the main theoretical tool which included on the “service,not steer”,“serving citizens instead of customers”,“focusing on people instead of productivity”,and comprehensively making use of the information asymmetry theory and the process reengineering theory,accomplishing deep analysis the developing status and characteristics of e-government in Deyang.And scientifically and meticulously to find out the problems and causes from the development of e-government in Deyang.Finally,give the improvement suggestions which include serving the pubic as the center of e-gorvernment,and valuing the participation of the pubic,enhancing the funding support of the e-gorvernment and personnel training for the development of E-government in Deyang.Hopes the e-government in Deyang can provide more scientifically,effiently,and convneniently public services which based on the new public service theory.At the same time,hopes the development of e-government in Deyang can provide reference and assistance for the other government.
