Education has not only been a social well-being issue concerned by all civilians,but also the inner motive force for the prolonged political stability and the sustainable development of our country.In the national education series,compulsory education is always attracting the most attention,since juveniles have maximum plasticity and limitless development potential.Therefore,it is millions of families' dreams to have their children get into highly qualified primary and secondary schools.However,the real situation is that contradictions of educational equality are becoming increasingly prominent due to the significant differences of the basic educational development level between different schools,even in the same area,which is caused by many factors including the region,culture,economy,concept and so on.As a result of the contradictions,the phenomenon of “choosing schools for children”is becoming more and more widespread.Hence it can be seen that “the integration mode for running schools”of the compulsory education in An'ning district is the key factor to realize the balanced development of the compulsory education.In the Opinions on Promoting the Balanced Development of Compulsory Education issued by the State Council in 2012,it is pointed out that our work should follow the guide of the following ideas,“expand the coverage of high-quality educational resources;let the high quality school play a leading role;encourage the establishment of the school union;and explore the collectivization of running a school”.Under such a circumstance,it is imperative to carry out a research on how to narrow the gap between different schools in the compulsory educational phase.This thesis states the realistic reasons and policy basis of promoting the“integration mode for running schools” in the compulsory educational phase in Lanzhou city,analyzes the specific measures taken by An'ning district in carrying out A Pilot Scheme of Regional Balanced Integration of Compulsory Education in Lanzhou City,and summarizes the effects of this mode by comparing the education quality before and after bringing this mode into force.By analyzing and evaluating the problems of “the integration mode for running schools”in the compulsory education phase appearing in some aspects such as “resource sharing”,“teachers exchange”,“integrated teaching”,and “binding assessment”,the thesis also explores the dilemmafaced by An'ning district in carrying out the “integration mode for running schools” in the compulsory educational phase.The author of this thesis,by taking the on-the-spot investigation in some places where they have got outstanding results in implementing“the integration mode for running schools”in the compulsory education phase in Shandong and Hubei provinces,and summarizing the successful experience of carrying out this mode in Lanzhou city,proposes the development countermeasures of implementing “the integration mode for running schools”in the compulsory education phase in An'ning district.In this thesis,some methods such as the literature research,interview,case study,and investigation are adopted.By interviewing,comparing and analyzing,and also researching whether An'ning district has achieved the expected goal in implementing “the integration mode for running schools” in the compulsory educational phase,the thesis discovers the reasons why it is difficult to carry out the policy of“the integration mode for running schools”,and finally proposes the development strategies of implementing “the integration mode for running schools” in the compulsory educational phase in An'ning district from the aspects of school-running system,school management,teacher development and so on.
